About The Position

The Cambridge Housing Authority (CHA) is seeking a qualified and highly motivated Senior Program Manager - Data & Reporting to play a meaningful part in its data journey. This includes participating in strategy planning and adoption, as well as hands-on technical work. The role is focused on three key initiatives: aiding in the development and implementation of the agency’s data strategy, reviewing and implementing the agency’s data platform, and reviewing and implementing organizational-wide Power BI dashboarding. The Senior Program Manager will create a data platform, backed by a fit-for-purpose data warehouse, that will provide staff with the means to create and consume reporting and dashboards in a reliable, accurate, and standardized way. This role is a key player in driving and achieving this goal, with the aim of establishing a data-informed agency. The implementation and maintenance of organizational-wide dashboarding is a key objective for this role. Achieving this goal will require working closely with department heads to gather reporting needs and then translating those needs into standardized dashboards. Strong interpersonal, influencing, and documentation skills, along with the ability to articulate at all organizational levels, are essential for success.

Requirements

  • Advanced skills in Power BI – ability to deploy best practice dashboards, strong technical understanding of DAX, ability to work with disparate data sources, ability to consult other users on the proper use of Power BI.
  • Advanced skills in SQL – Writing complex queries as needed for extraction, warehousing, and reporting.
  • Scripting and automation experience – hands-on experience with PowerShell and Power Automate to streamline data processes.
  • Advanced Microsoft Excel skills – Power Query, data modeling, advanced formulas, and pivot tables.
  • Ability to influence decisions to drive strategy – create alignment across the organization in aid of an overall data strategy.
  • Documentation – documented support for all reporting & dashboarding, ensuring long term access and maintainability.
  • Stakeholder management – Able to confidently engage with staff of all levels, able to communicate clearly while carrying out strategy. A willingness to embrace alternate views but also hold where needed.
  • Hands-on experience in data reporting.
  • A track record of deploying organizational-wide Power BI dashboarding.
  • Experience with data warehouse design and implementation.
  • Understanding how to work with senior staff.
  • Ability to translate data requests into actionable items.

Nice To Haves

  • Data governance awareness – understanding of data quality, stewardship and compliance.
  • Python – exposure to Python, working with reporting, migrating reports.
  • Familiarity with HUD regulations – an understanding of HUD guidelines and reporting requirements, an appreciation for regulatory context.
  • Knowledge of housing platforms – experience working with housing specific platforms such as Yardi Voyager or Emphasys Elite. Understanding these applications and their databases is a huge benefit.
  • A bachelor's degree from an accredited college or university is preferred but not required.
  • Technical certifications are preferred but not required.

Responsibilities

  • Play a pivotal role in defining and evolving the organization’s data strategy, ensuring alignment with business goals and fostering a data-informed culture across departments.
  • Create a data platform, backed by a fit-for-purpose data warehouse, that will provide staff with the means to create and consume reporting and dashboards in a reliable, accurate, and standardized way.
  • Implement and maintain organizational-wide dashboarding by working closely with department heads to gather reporting needs and translate them into standardized dashboards.
  • Collaborate to understand reporting needs, acting as a consultative partner to senior leaders and department heads to gather reporting requirements and translate them into industry standard and user-friendly dashboards.
  • Deliver departmental data roadmaps by managing the end-to-end rollout of the data and reporting plan, including timeline, progress tracking, and milestone reporting to leadership, by department.
  • Design and implement a “fit-for-purpose" data warehouse, leading the design, data modeling, and implementation to support CHA’s desire for accurate, real-time reporting and long-term strategic insights.
  • Liaise with external vendors for reporting and data development, utilizing third-party vendors to access, validate, and integrate external data sources, ensuring complete and accurate reporting as required.
  • Establish and maintain documentation standards by creating and maintaining comprehensive documentation of data processes, methodologies, and logic to ensure transparency, consistency, and continuity across reporting practices.
