About The Position

Parsons is seeking passionate, skilled, and experienced professionals to join a major program and construction management team to support a Department of War customer in successfully delivering on a significant construction program in the National Capital Region (Washington DC). In our anticipated role, Parsons will provide Owner Agent Construction Management Services (CMa) including Program Management, Construction Management, Risk Management, Scheduling, Cost Estimating, Progress Reporting, Construction Quality Assurance, Safety, and other supporting services to achieve program success. The Senior Program Manager is responsible for managing the operational aspects of multiple ongoing projects consolidated into a Program and is responsible for leading, organizing, budgeting, and managing CMa staff within that Program. This role directly supervises execution, recruiting and training staff, providing updates and analysis on program/project status, and ensuring the program cost and schedule objectives are realized.

Requirements

  • Bachelor’s degree in engineering, architecture, or construction management
  • Professional Registration (PE or RA).
  • Certification as Project Management Professional (PMP) or Certified Construction Manager (CCM)
  • 15+ years of broad and diversified experience with a strong reputation across North America for life cycle program management.
  • Must have strong background in Federal Government Planning, Programming, Budget, and Execution
  • Experience with Project Management Information Systems such as USACE RMS, NAVFAC eCMS, Kahua or Procore.
  • Must be a US Citizen and able to pass any required federal background checks.

  • Demonstrated ability to assess risk areas and risk mitigation across different contract types and market spaces, with extensive knowledge of risk identification and mitigation strategies related to large construction programs.
  • Certification as USACE/NAVFAC Construction Quality Management (CQM)
  • Strong Safety background, knowledge of EM 385-1-1, and completion of OSHA 10/30 course within past 5 years

Responsibilities

  • Direct Subordinate Managers and Parsons efforts on all contract activities in their assigned program.
  • Manages all stakeholders to include client and construction contractors.
  • Ensure that the organizational structure of the program is efficiently planned and adequately and competently staffed, including safety, quality, and all project staff located on Project Sites.
  • Supports development and consistent application of Construction Management processes across multiple geographically remote project sites supporting Design-Build projects.
  • Within our Authority as Owner’s Agent, advises on and implements solutions to technical and contractual challenges to maintain construction progress of construction contractors.
  • Escalates issues and recommended solutions to Parsons and client for consideration.
  • Manages and tracks all key performance and construction progress indicators for program success including safety, quality control, schedule, and Work in Place.
  • Provides upward reporting to the Program Management Office and Client that is clear and accurate.
  • Manages all internal project phases for Parsons supporting successful execution including planning, recruiting, mobilization, sustainment, and program execution.
  • Collaborates and provides leadership to directly manage assigned budget, financial results and associated Profit and Loss.
  • Identifies design and construction risks along with project specific mitigation strategies.
  • Assesses present and future project needs, trends, and challenges; determine resources required to meet project objectives; direct efforts to acquire and retain necessary resources to meet project performance metrics.
  • Works with the key project individual to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work; advises the client and company management of any such changes.
  • Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule.
  • Provides oversight of the project portfolio and the performance to meet financial, schedule, deliverable and safety targets.
  • Integrates the appropriate PM/CM AI applications into the project to most efficiently provide the required services.
