About The Position

The Electrification Coalition (EC) is a nonpartisan nonprofit driving the widespread adoption of electric vehicles to unlock economic, public health, and national security benefits for the United States. We are seeking a proactive, highly skilled, and innovative Senior Program Associate to play a pivotal role in advancing our mission. This role is primarily focused on implementing a multi-year Fleet Assessment program in partnership with Ameren Illinois. The Senior Program Associate will be responsible for identifying program participants and guiding them through the full assessment process from fleet data collection, total cost of ownership analysis, vehicle prioritization, and procurement options to help organizations make informed, actionable decisions about electrifying their fleets. This role complements EC’s existing Community Engagement and Consultation (CEC) Program with Ameren Illinois and shares many of the same stakeholder networks. The ideal candidate is comfortable working alongside municipal fleet managers, public works staff, and local government decision-makers, and can translate technical findings into clear, accessible guidance. Requirements

  • 2-5 years of relevant professional experience in transportation electrification, energy policy, utility programs, nonprofits, local or state government, consulting, or a related field.
  • Demonstrated experience with stakeholder engagement and relationship management, including sustained outreach via phone, email, and meetings to recruit, retain, or influence participation in programs or initiatives.
  • Strong understanding of transportation electrification concepts, including EV fleets, charging infrastructure, utility programs, and/or federal and state funding mechanisms.
  • Comfort serving as an external-facing representative, including leading or supporting presentations, workshops, and stakeholder meetings.
  • Excellent written and verbal communication skills, with experience producing clear, audience-specific materials.
  • Strong organizational and project management skills, with the ability to manage multiple workstreams and stakeholders simultaneously.
  • Ability to work independently in a remote environment while maintaining responsiveness, accountability, and proactive communication.
  • Proficiency with Microsoft Office applications

Nice To Haves

  • Familiarity with project management tools such as Monday.com is a plus.
  • Experience supporting community engagement, technical assistance, or planning programs for municipalities, fleets, or other public-sector partners.
  • Knowledge of Illinois energy policy, utility programs, or relevant state initiatives is a plus.

Responsibilities

  • Serve as a core member of the EC team responsible for day-to-day delivery of the Ameren Illinois Fleet Assessment Program.
  • Conduct outreach, including phone calls, emails, meetings, and follow-ups, to build a pipeline of program participants.
  • Support participants in collecting and processing fleet data, including: vehicle inventories, usage patterns, fuel consumption, and maintenance costs, to support comprehensive fleet assessments.
  • Develop total cost of ownership (TCO) fleet analysis models using the EC’s DRVE tool, review findings with participants, and support decision-making on vehicle prioritization and procurement options.
  • Track participant progress and support ongoing monitoring of projects to ensure alignment with program goals and timelines.
  • Provide hands-on support to participating communities and partners as they move from planning to implementation, coordinating closely with Ameren Illinois staff.
  • Build and maintain strong working relationships with partners across government, utilities, academia, business, and nonprofit sectors.
  • Facilitate meetings, workshops, and planning sessions with program participants and stakeholders.
  • Present and represent EC at conferences, webinars, and stakeholder convenings, including developing presentations and highlighting successful implementation narratives.
  • Facilitate information sharing and connections among stakeholders to advance best practices, program design, and knowledge transfer.
  • Coordinate closely with colleagues delivering the Ameren Illinois CEC Program to align outreach, share insights, and identify opportunities for cross-program collaboration.
  • Track relevant federal, state, and local transportation electrification policies, funding opportunities, and industry developments.
  • Review and synthesize guidance and program documentation to inform outreach, planning, and implementation.
  • Develop materials such as fact sheets, briefing memos, slide decks, and implementation resources.
  • Contribute content to EC publications, newsletters, and funder updates by summarizing key program and policy developments.
  • Collaborate across EC teams, including Policy, Freight, and Campaigns, on joint tasks, deliverables, and projects.
  • Support execution and management of EC projects and programs by establishing and monitoring outcomes, deliverables, staffing plans, timelines, and budgets.
  • Provide regular updates to project partners and relevant stakeholders (e.g., funding organizations, interested parties, government agencies, etc.).
  • Contribute to monitoring, evaluation, and documentation of program outcomes, lessons learned, and best practices.
  • As needed, support proposal development and funder and/or client reporting processes including content development, editing, and facilitation of collaborative planning sessions with external partners and internal team members.
