About The Position

This position is assigned to the Joint Force Headquarters (State) under the Military and Family Readiness Directorate (J-1), Support Programs Division. The primary purpose of this position is to serve as the Lead Child & Youth Program Coordinator (CYPC) and State-level technical Subject Matter Expert (SME) on all Child & Youth Services (CYS) matters. The position is responsible to budget, direct, plan, develop, implement, provide quality assurance, and evaluate a comprehensive statewide CYS program supporting geographically dispersed National Guard dependent children and youth (ages 6–18).

Requirements

A Bachelor’s degree in Business Administration, Management or related field; AND
Two (2) years of professional, full-time-equivalent experience in the management of youth programs or related field.
Good communication (verbal/written)
Good interpersonal skills
Basic computer skills
Familiar with Microsoft Windows and other Microsoft software applications, including MS Outlook, Word, Excel, PowerPoint and Access
Familiar with FAX machines/photocopiers
Basic telephone communication skills and technical skills (forwarding, conference)
Ability to use Internet
Experience with the military (prior service, military family member, military volunteer)
Must be able to obtain a completion of a favorable National Agency Check background investigation clearance.

Responsibilities

Plans, directs, coordinates, manages, and evaluates all actions concerning Child & Youth Services within State/Guard/Army/DoD regulatory requirements (DoDI 6060.4, CNGBI 1800.02A).
Serves as the primary advisor to the State Family Program Director (SFPD) on youth resilience, integration, and deployment-cycle support.
Develops the annual CYSS budget, long- and short-term strategic plans, and the State’s Yearly Training Plan.
Overlooks state-level integration of national initiatives (such as BGCA Keystone Club pilot and state Teen Councils).
Develops, justifies, and provides advisory oversight for the state’s Child and Youth Services (CYS) budget, utilizing MDEP QCYS (Appropriation: 2065, SAG: 131).
Prepares and validates state spending plans for submission in RM-On-Line.
Advises on and coordinates the planning and allocation of operational funding for travel, youth camps, symposiums, contractor IT packages, and background checks.
Serves as the primary ARNG point of contact for state and community councils discussing military youth issues.
Establishes and coordinates partnerships with external youth-related civilian organizations (e.g., Boys & Girls Clubs of America, 4-H Cooperative Extension).
Coordinates directly with Soldier & Family Readiness Specialists (SFRS) and Unit leadership to identify and deliver services to geographically dispersed Guard families.
Provides administrative oversight, technical guidance, and task allocation to the Child & Youth Program Coordinator and specified volunteers.
Collects, consolidates, and submits monthly/after-action reports to the SFPD and regional managers.
Oversee volunteer recruitment and ensure full compliance with DoDI 1402.5 regarding background checks (including Tier 1 CNACI and FBI fingerprint checks).
