This position is located within the Office of Minority Health, and it is responsible for coordinating and implementing evaluative activities, including planning, monitoring, and evaluating all program components, while adhering strictly to established grant and State Health Office guidelines. Its duties and responsibilities include: Evaluating grantee’s program implementation and project impact. Coordinates all activities related to program planning, evaluation, and Requests for Applications. Provides insight to grant managers regarding grantee program planning based on evaluations. Evaluates the awarded grants to assess the effectiveness and efficiency of the use of funds and to determine best practices. Drafting comprehensive reports with conclusions and recommendations useful to DOH leadership, state legislators, and staff. Designing and conducting annual impact evaluations of grantees’ programs. Delivering qualitative and quantitative data analysis, researching, and providing evaluation support to evaluation team members. Identifying trends, discrepancies, and variances to improve the efficiency, effectiveness, and performance of the OMH operations. Developing analysis tools and visualization aids for project evaluation. Facilitating the internal and external Request for Application (RFA) processes for OMH. Assisting contract managers in providing program evaluation advice to grantees and other stakeholders. Assisting with program-budget monitoring, contract review as a subject matter expert, and development of contract Attachment I; and providing programmatic input and review contract deliverables. Creating an annual assessment of grants, including information on best practices that can be disseminated to stakeholders, and inform future grant award decisions. Measuring, monitoring trends, and evaluating impact and progress toward grant goals. Assisting in developing legislative implementation plans and bill analyses and reports. Collaborating in legislative assignments; assisting with information for the timely completion of legislative bill analysis, mandated reports, and timely response to legislative inquiries from the Office of Legislative Planning and other assignments related to bills assigned to OMH.
