About The Position

Atlas is seeking a Senior Professional Engineer (P.E.), or Professional Geologist (PG) with 10-12 years of experience specializing in the design, operation, and maintenance of active and passive treatment systems for Acid Mine Drainage (AMD). The successful candidate will bring demonstrated technical expertise in AMD treatment associated with preferred experience in the coal beds throughout the Appalachian and Illinois Coal Basins, as well as the anthracite coal basin of northeastern Pennsylvania. This role is ideal for a technically accomplished professional who also brings client credibility, established relationships, and the ability to help grow programs and portfolios. In addition to AMD expertise, strong civil engineering and site-design capabilities, including grading, drainage, and earthwork design associated with treatment system construction and mine-impacted site restoration are a plus. This position will support remediation projects focused on improving and protecting water quality through innovative, constructible, and regulatory-compliant treatment solutions.

Requirements

  • Professional Engineer (P.E.) or Professional Geologist (P.G.), preferably in Pennsylvania (or ability to obtain PA licensure).
  • Bachelor’s degree or higher in Civil, Environmental, Chemical Engineering, Geology, Hydrogeology or a related field.
  • 10-12 years of progressive experience in AMD treatment system design and implementation.
  • Demonstrated civil engineering experience including grading, drainage, and site design for environmental or mine-related projects.
  • Experience working with coal mining-related AMD in the Appalachian, Illinois, and/or anthracite coal basins.
  • Strong background in water chemistry, AMD characterization, and treatment performance evaluation.
  • Experience preparing construction drawings, specifications, cost estimates, and technical reports.
  • Familiarity with state and federal regulatory frameworks governing mine drainage, land disturbance, and water quality.

Responsibilities

  • Lead the planning, design, and implementation of active and passive AMD treatment systems, including chemical treatment systems, constructed wetlands, limestone drains, anoxic limestone drains, settling ponds, and hybrid approaches.
  • Apply strong water chemistry and geochemical expertise to evaluate AMD sources, interpret analytical data, and develop effective treatment strategies.
  • Perform and oversee operation and maintenance (O&M) planning, performance evaluations, and long-term optimization of AMD treatment facilities.
  • Perform and oversee civil site design for AMD treatment projects, including grading plans, drainage design, access roads, embankments, berms, channels, and erosion and sediment control measures.
  • Develop earthwork quantities, grading calculations, and construction details to support treatment system constructability and long-term performance.
  • Design and review site stormwater management features, including conveyance channels, spillways, culverts, and outlet structures associated with treatment systems and mine reclamation sites.
  • Coordinate grading and hydraulic design to ensure compliance with regulatory requirements, long-term stability, and constructability in remote or mine-impacted terrain.
  • Support construction sequencing and phasing considerations related to grading, materials handling, and access constraints.
  • Prepare and review engineering reports, civil and treatment system design plans, technical specifications, cost estimates, and permit applications in accordance with state and federal requirements.
  • Coordinate and maintain effective working relationships with state regulatory agencies (e.g., Pennsylvania Department of Environmental Protection (DEP), West Virginia DEP, Illinois Department of natural resources, etc.) watershed organizations, and non-profit entities focused on water quality improvement and environmental restoration.
  • Provide technical leadership and mentoring to junior staff and contribute to multidisciplinary teams including environmental scientists, geologists, and construction professionals.
  • Support agency coordination, funding applications (e.g., AML, watershed grants), and stakeholder engagement related to AMD treatment and reclamation projects.
  • Provide construction-phase support, including responding to RFIs, reviewing submittals, and performing site visits during grading and treatment system construction.
  • Serve as a senior client-facing technical leader, building trusted advisor relationships with state agencies, watershed organizations, non-profits, and public-sector sponsors.
  • Support business development activities, including opportunity identification, pursuit strategy, proposal development, scope definition, and fee development for AMD and mine water treatment projects.
  • Collaborate with Atlas BD and leadership teams to expand existing client relationships and programmatic contracts related to AML, watershed restoration, and mine reclamation.
  • Participate in industry forums, technical committees, conferences, and stakeholder meetings to elevate Atlas’ profile and identify emerging opportunities.
  • Contribute to the growth of Atlas’ AMD treatment practice, helping shape market positioning, technical approaches, and staffing strategies.
