About The Position

The Texas Health and Human Services Commission (HHSC) is seeking a Senior Procurement Technical Advisor (Project Manager V) to join the Procurement and Contracting Services (PCS) Division. This role reports to the Director of Major Procurement Support (MPS) and involves highly advanced project management, business analysis, and procurement development work for multi-agency or enterprise-level procurement projects. The position serves as a senior advisor on procurement strategy, requirements elicitation and documentation, business process evaluation, and the acquisition of complex systems and services. The ideal candidate will provide subject matter expertise and technical consultation to ensure procurement solutions align with agency objectives, operational needs, regulatory requirements, and implementation considerations. This role requires minimal supervision and allows for extensive initiative and independent judgment.

Requirements

  • Minimum of six (6) years of experience managing complex, IT, or procurement lifecycles.
  • Minimum of four (4) years of experience in procurement and solicitation development (i.e. RFP, RFO, RFQ), contract development, evaluation, negotiation, and management.
  • Minimum of two (2) years of experience performing complex contract negotiations.
  • Knowledge of effective procurement management and business analysis principles.
  • Knowledge of procurement strategy for complex and information technology-related acquisitions, including requirement development and management, statements of work, evaluation frameworks, risk considerations, and solution alignment.
  • Operational knowledge of procurement strategy, execution, and documentation applicable to mid-to-large-sized scope procurement projects.
  • Knowledge of complex multi-organization procurement strategy to include Major Information Resource Projects (MIRPs).
  • Knowledge of the use of standard and non-standard procurement/solicitation methods such as RFOs, RFPs, RFAs, DIR Cooperative Contracts, Bulk Purchase Agreements (BPAs), and Group Purchase Organizations (GPOs).
  • Knowledge of project management theories of systems and procedures used to evaluate a third-party vendor's performance.
  • Knowledge of related state and federal laws, regulations, policies, rules, and requirements.
  • Knowledge of process improvement or quality assurance systems.
  • Knowledge of Texas legislative process and public accountability systems.
  • Knowledge of strategic planning, budget management, and human resource management.
  • Knowledge of the principles of leadership and how to effectively interact with various leadership styles.

Nice To Haves

  • Graduation from an accredited four-year college or university with major course work in business administration, technology, healthcare, finance or a related field is generally preferred.
  • Additional related experience may be substituted for the education on a year for year basis (up to four years).
  • Minimum of four (4) years of experience working with procurement of complex systems and/or services preferred.
  • Experience in IT services and infrastructure.
  • Certification as a Certified Texas Contract Developer (CTCD) must be obtained within 6 months of hire if not already certified.
  • Certification as a Certified Texas Contract Manager (CTCM) must be obtained within 12 months of hire if not already certified.
  • COMTIA Project+, CaPM, PMP, or equivalent (Preferred).

Responsibilities

  • Serves as the department’s subject matter expert and senior advisor on complex procurement rules, processes, and regulations.
  • Provides strategic consultation on the planning, development, evaluation, negotiation, and acquisition approach for major procurements, including those involving information technology, enterprise solutions, and complex operational services.
  • Leads complex procurements from project intake to contract execution, managing scope, customer expectations, project schedules, stakeholder management, procurement project plans, communications plans, presentations, briefings, metrics reporting, risk/issue mitigation, quality control, change management, customer acceptance, lessons learned, knowledge transfer, training, and documentation archiving.
  • Performs advanced business analysis and technical advisory functions in support of complex, services, and information technology-related procurements and special projects.
  • Elicits, analyzes, creates, documents, and validates business, functional, technical, financial, legal, and operational requirements.
  • Evaluates current-state business processes, identifies solution needs, conducts gap and impact analysis, and translates stakeholder needs into clear and traceable procurement requirements, specifications, and supporting documentation.
  • Collaborates with program staff, information technology teams, vendors, legal staff, and other stakeholders to ensure procurement documents and proposed solutions accurately reflect business and technical requirements while meeting compliance standards.
  • Provides expert advice to executive leadership, agency customers, and cross-functional stakeholders on procurement methodology, technical solution considerations, and documentation standards for complex procurements.
  • Develops guidance, tools, templates, and procedures to support consistent procurement planning, requirements development, and evaluation of complex systems and services.
  • Supports the review, refinement, and quality control of solicitation documents, evaluation criteria, statements of work, and procurement deliverables to improve clarity, compliance, and operational alignment.
  • Supports the coordination and execution of internal MPS initiatives and process improvement.
  • Advises, consults, and negotiates with agency customers on procurement project activities.
  • Prepares for and provides moderation support for vendor contract negotiations to ensure the resulting contract satisfies all business requirements.
  • Fully develops contract package for execution.
  • Ensures all procurement actions adhere to state and federal laws, audit standards, and internal policies.
  • Ensures project management methodologies are followed and are consistent with agency standards and guidelines.
  • Provides guidance to internal and external teams, committees across the agency and HHS enterprise to ensure procurement projects are coordinated, efficient, and meet service level objectives.
  • Maintains up-to-date knowledge of other HHS agencies procurement projects and negotiates sharing of resources to achieve objectives across agencies.
  • Coordinates with oversight bodies (CPA, QAT, DIR) and vendor stakeholders to ensure transparency and accountability.
  • Coordinates with other HHS agencies to assure policies, standards, procedures, activities, and required reports conform to and are consistent with state requirements.
  • Assist in development of guidelines, procedures, policies, rules, regulations, and monitoring for compliance.
  • Quality assures the preparation of management and productivity reports and studies.
  • Participates in special investigations, research studies, and internal audits.
  • Represents the Department by making presentations, providing information and testimony, collaborating with customers, other state agencies, and federal partners.
  • Responds to requests by legislators and other public officials.
  • Other duties as assigned.
