About The Position

Arcadis is seeking a Senior Procurement Manager to support the Gateway Hudson Tunnel Project (HTP), a significant infrastructure initiative in the United States. This role will lead and manage all operational aspects of professional service contract administration, focusing on the procurement of OPEX/professional services. This is a leadership role, not a supporting or purchasing agent position. The ideal candidate will have extensive experience in leading procurement activities, with a preference for backgrounds that include state, city, or federal government contracting. Arcadis is working in partnership with Parsons and Mace as part of the MPA Delivery Partner team, selected by the Gateway Development Commission to deliver this transformative project. The HTP is a critical component of the broader Gateway Program, designed to strengthen mobility, enhance resiliency, and ensure the long-term reliability of the Northeast Corridor. This vital infrastructure supports more than 200,000 daily passengers via Amtrak and NJ TRANSIT and serves as a backbone for economic activity and connectivity between New York and New Jersey. Requirements

  • Minimum 10 years’ experience in OPEX/professional services procurement.
  • Demonstrated ability to lead procurement services teams and processes.
  • Private sector experience is acceptable.
  • Strongly preferred: experience with state, city, or federal government contract administration.
  • Strategic thinking and leadership.
  • Excellent written and verbal communication abilities.
  • Strong negotiation and contract management skills.

Responsibilities

  • Oversee all operational requirements related to the administration of professional service contracts.
  • Take primary responsibility for planning, drafting scopes of work, and creating detailed price schedules for solicitations.
  • Manage the full solicitation process, including Requests for Proposals (RFPs) and competitive bidding.
  • Lead the negotiation of service contracts, particularly those governed by state or federal requirements.
  • Oversee the award of service agreements and ensure effective ongoing contract management.
