About The Position

Integration Innovation, Inc. (i3) is seeking a Senior Procurement Manager to join our Contracts Team. If you are looking for a high-energy, challenging, and fun company, i3 is the right fit for you. The successful candidate must be able to work in a fast-paced, growing small business environment as a team player performing a variety of functions to administer, monitor and track all procurements and subcontracts not limited to: T&M, FFP, IDIQ, CPFF, and Task Order contract types. The Sr. Procurement Manager must be customer focused and possess: (1) the ability to develop innovative solutions to a variety of complex contracts & procurement and subcontract challenges; (2) excellent verbal and written communication and presentation skills to accurately document and report findings and new concepts to a variety of audiences; (3) excellent interpersonal and leadership skills to influence and guide employees, managers, customers and other internal and external parties; (4) the ability to organize, schedule, and coordinate multiple work phases; and (5) the ability to lead a team and mentor less experienced professional employees.

Requirements

  • Minimum 10 years of combined experience working both procurement & subcontract administration
  • Experience leading a procurement team and training other team members on contracting basics
  • Previous experience participating in a Contractor Purchasing System Review and/or working in an organization that is CPSR compliant
  • Experience interfacing with Defense Contract Management Agency (DCMA), Defense Contract Audit Agency (DCAA), and internal auditors
  • Understanding of Small Business plan goals is a plus
  • Working knowledge of ITAR (International Traffic in Arms Regulations) & EAR (Export Administration Regulations) regulations
  • Ability to work independently and assess, prioritize, and drive issues to closure
  • Ability to multitask and address/solve complex issues; pay strict attention to detail
  • Possess strong organizational, planning, verbal and written communication skills
  • Must be able to obtain and maintain a U.S. Government Secret Security Clearance
  • Proficient in MS Office Products (Excel, Word, PowerPoint, etc.)

Nice To Haves

  • A bachelor's degree in Business Administration or a related discipline is preferred; relevant professional experience may also be considered as an alternative to formal education
  • NCMA CPCM/CFCM certification is a plus
  • Deltek / CostPoint knowledge is a plus

Responsibilities

  • Build relationships with internal and external parties to better understand their requirements and support program objectives
  • Lead and manage the Procurement and Subcontract Teams to oversee supplier management, subcontractor negotiations, proposal evaluations, and procurement activities to support program objectives
  • Analyze supplier proposals, pricing, and cost data to conduct price and cost analyses, negotiate favorable terms, and ensure best-value procurement decisions
  • Develop, maintain, and ensure compliance of procurement documentation and records in accordance with CPSR (Contractor Purchasing System Review) requirements and applicable contractual and regulatory standards
  • Support proposal development activities by providing procurement strategies, supplier data, cost analysis, and subcontracting inputs
  • Identify and resolve procurement and subcontracting challenges, exercise independent judgment and decision-making to mitigate risks and ensure successful program execution
  • Provide regular procurement and subcontract status updates, metrics, and risk assessments to program leadership and internal stakeholders
  • Collaborate closely with Contract Administrators, Program Managers, Proposal teams, and Program Finance to ensure procurement activities align with contractual requirements, program objectives, budgets, and reporting requirements
  • Develop, update, implement, and maintain procurement policies, procedures, and processes that promote operational efficiency, compliance, and continuous improvement across the procurement team
  • Lead procurement readiness and support supply chain audits, including Contractor Purchasing System Reviews (CPSR), Mandatory Annual Audit Requirements for Purchases (MAAR 13), PMSA (Property Management System Analysis) and AS9100 compliance assessments
  • Ensure procurement and subcontracting practices, documentation, and internal controls meet applicable government contracting, quality, and organizational requirements
