About The Position

Procurement and Contracting Services is looking for a Senior Procurement Analyst (Project Manager IV). The Senior Procurement Analyst reports to the Director of Major Procurement Support (MPS) within the Procurement and Contracting Services (PCS) Division. Performs advanced (senior-level) project management, business analysis, and procurement development work initiating and conducting multi-agency or enterprise-level procurement projects within the agency. This role serves as a senior procurement analyst to the MPS Director, MPS staff, and agency stakeholders. Work involves eliciting, analyzing, documenting, and validating business, functional, and technical requirements; evaluating business processes and solution needs; and coordinating with program, information technology, legal, finance, and executive stakeholders to support the acquisition of complex systems and services. Provides technical consultation to ensure procurement solutions align with agency objectives, operational needs, regulatory requirements, and implementation considerations. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Requirements

  • Knowledge of effective procurement management and business analysis principles.
  • Knowledge in project management theories and practices applicable to mid-to-large-sized scope projects.
  • Knowledge of project management theories of systems and procedures used to evaluate a third-party vendor's performance.
  • Knowledge of related state and federal laws, regulations, policies, rules and requirements.
  • Knowledge of complex multi-organization procurement strategy to include Major Information Resource Projects (MIRPs)
  • Knowledge of the use of standard and non-standard procurement/solicitation methods such as RFOs, RFPs, RFAs, DIR Cooperative Contracts, Bulk Purchase Agreements (BPAs), and Group Purchase Organizations (GPOs).
  • Knowledge of process improvement or quality assurance systems.
  • Knowledge of Texas legislative process and public accountability systems.
  • Knowledge of strategic planning, budget management and human resource management.
  • Knowledge of the principles of leadership and how to effectively interact with various leadership styles.
  • Knowledge of cost monitoring during the transition phase of the contract and financial contract cost analysis.

  • Minimum of four (4) years of experience managing complex, IT, or procurement lifecycle projects.
  • Minimum of two (2) years of experience in procurement and solicitation development (i.e. RFP, RFO, RFQ), contract development, evaluation, negotiation, and management.
  • Minimum of one (1) year of experience performing complex contract negotiations.
  • Graduation from an accredited four-year college or university with major course work in business administration, technology, healthcare, finance or a related field is generally preferred.
  • Additional related experience may be substituted for education on a year for year basis (up to four years).

Nice To Haves

  • Certification as a Certified Texas Contract Developer (CTCD) must be obtained within 6 months of hire if not already certified.
  • COMTIA Project+, CaPM, PMP, or equivalent (Preferred).
  • Minimum of two (2) years of experience working with procurement of complex systems and/or services preferred.
  • Experience in IT services and infrastructure.
  • Experience in IT contract development, evaluation, and management.

Responsibilities

  • Provides advanced (senior-level) procurement management support throughout the procurement lifecycle. These activities include, but are not limited to, defining and managing scope and customer expectations; solicitation development, project schedules; stakeholder management; project plans; communication management; presentations and briefings; metrics reporting; risk / issues and associated mitigation activities; quality control; change management processes; customer acceptance; lessons learned; and archiving project documentation. Supports multiple procurement projects and oversees the planning, initiation and development of the procurement deliverables. Identifies potential procurement risks and issues, and designs strategies to mitigate or avoid them. (30%)
  • Gather, develop, and validate requirements for assembling multiple procurement methods including Request for Offers (RFO’s), Request for Proposals (RFP’s), Statements of Work (SOW) for major procurements. Convert high-level business, technical, financial, legal and other stakeholder requirements into functional procurement requirements at an appropriate level of detail. Ensure complete documentation according to standard templates, using clear, concrete, and concise language. Evaluates current-state business processes, identifies solution needs, conducts gap and impact analysis. Collaborates with program staff, information technology teams, vendors, legal staff, and other stakeholders to ensure procurement documents and proposed solutions accurately reflect business and technical requirements while meeting compliance standards. (20%)
  • Manages and develops staff in project management. Develops and implements plans to communicate and explain project methodology and processes to interested groups and team members. Creates documentation procedures to capture and deal with changes in original project plan. Develops criteria for evaluating programs, proposals, and other pertinent information related to project assignments. (15%)
  • Advises, consults and negotiates with agency customers on project activities. Prepares for and provides moderation support for vendor contract negotiations to ensure the resulting contract satisfies all business requirements. Fully develops contract package for execution. Ensures project management methodologies are followed and are consistent with agency, enterprise and DIR plans, standards and guidelines. Provides leadership to internal and external teams, committees across the agency and HHS enterprise to ensure projects are coordinated, efficient and meet service level objectives. Maintains up-to-date knowledge of other HHS agencies IT-related projects and negotiates sharing of resources to achieve objectives across agencies. (15%)
  • Coordinates with other HHS agencies, and DIR to ensure policies, standards, procedures, and activities and required reports conform to and are consistent with state requirements. Develops guidelines, procedures, policies, rules, and/or regulations and monitoring for compliance. Develops, reviews, and revises legislation. Oversees the preparation of management and productivity reports and studies. Oversees special investigations, research studies, and internal audits. Represents the Department by making presentations, providing information and testimony, collaborating with customers, other state agencies and federal partners. Responds to requests by legislators and other public officials. (15%)
