The Integrated Platforms (IP) team is hiring a Systems Engineering position in Washington, DC (Anacostia) supporting the White House Communications Agency (WHCA). In this role, you will ensure the reliability, modernization, and mission readiness of the White House Secure Voice Network (WHSVN). You will provide full-spectrum engineering support across secure voice systems, including planning, design, implementation, testing, documentation, and lifecycle management for both circuit switched (TDM) and IPbased platforms. You will work directly with WHCA project managers and technical teams to acquire and deploy new capabilities, evaluate system performance, and support WHCA’s transition from legacy infrastructure to advanced secure IP voice solutions. This is a hands-on, mission focused role integral to national level Command and Control communications.

Requirements

  • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience
  • Active and transferable US Government Department of Defense (DoD) Top Secret/SCI with a current SSBI Security Clearance required prior to start date
  • Ability to obtain and maintain higher access and Special Access Program eligibility
  • U.S. Citizen - U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract
  • 3–5 years of experience supporting circuit switched and IPbased systems
  • Experience with Command and Control Switching Systems on mission critical networks
  • Knowledge of the Defense Red Switch Network (DRSN) through operational, testing, or engineering roles
  • Experience contributing to system accreditation efforts, including XACTA updates and RMF execution
  • Experience configuring, installing, and validating encryption devices for secure deployment
  • Compliance with DoD 8140 Cyber Workforce Qualification requirements

Nice To Haves

  • Experience supporting secure voice or Command and Control systems in mission critical environments.
  • Experience modernizing legacy TDM systems and deploying secure IPbased voice solutions.
  • Experience with system interoperability testing, lab validation, and technical risk assessment.
  • Ability to produce comprehensive engineering documentation such as system diagrams, test plans, and lifecycle planning materials.
  • Familiarity with WHCA environments, DRSN architectures, or DoD enterprise communications systems.
  • Experience supporting RMF compliance in collaboration with ISSO/ISSM personnel.
  • Experience coordinating with facility teams on power, cooling, and physical infrastructure requirements.
  • Strong skills in managing complex technical tasks, maintaining accurate records, and communicating with government stakeholders.

Responsibilities

  • Provide engineering support for WHSVN projects, procurements, and system enhancements.
  • Review existing system designs and develop updated technical solutions for both TDM and IP secure voice architectures.
  • Develop and maintain system drawings, test procedures, and other engineering documentation.
  • Support system integration activities, including site surveys, installation validation, and interoperability assessments.
  • Provide configuration guidance and assist with required architecture or infrastructure modifications.
  • Analyze technical requirements, create engineering plans, and manage work through WHCA’s ticketing and collaboration tools.
  • Participate in program reviews, audits, and technical meetings, offering recommendations to improve system performance and support modernization efforts.
  • Produce design guidance, network depictions, and migration plans for full WHSVN implementation.
