About The Position

Develops revenue requirement for general rate cases and ensures pricing structure reflects the rates the company is authorized to collect and that support company operations. Provides advocacy at the Public Utility Commission in contested matters with multiple external stakeholders that have alternative (often adverse) policy goals and competing analyses. The advocacy includes providing testimony, comments, data responses and negotiating to settlements acceptable to the company. Undertakes compliance reporting to the regulator on a variety of issues. Develops, analyzes, revises and administers the company’s retail tariff. Researches and compiles studies to assess the effectiveness of current tariff and regulatory approaches; when appropriate, develops proposals to change them. Provides internal regulatory consulting to other departments on strategy and tactics. Maintains relationships with regulators related to rate cases and other filings. Informs and executes regulatory strategy. Provides internal consulting on regulatory strategy and impacts on business matters.

Requirements

  • Requires a bachelor’s degree in engineering, economics, business or related field or equivalent experience
  • Typically, five or more years in related field.
  • Advanced knowledge of business, engineering and/or economics, financial modeling and ratemaking principles.
  • Advanced knowledge of financial and utility industry regulation.
  • Intermediate knowledge of electrical distribution, transmission and generation facilities.

Responsibilities

  • Applies overall understanding of the company’s business operations to contribute to the company’s regulatory approach and prepare regulatory filings; independently writes comments and testimony and develops exhibits, work papers and/or other documentation for regulatory proceedings; leads other analysts and provides management with technical expertise, analyses and recommended approaches in specialty area or on more complex issues
  • Formulates alternative solutions to complex business/regulatory problems that address requirements and advance the company’s regulatory objectives, including impacts on earnings and customer relations; advises senior management
  • Contributes to the development of regulatory strategy; provides support and consultation to other departments and senior management to ensure that regulatory concepts, constraints and opportunities are understood and considered; conducts economic analysis and testimony drafting, including work papers; may serve as a company witness
  • Provides oversight to junior analysts; reviews and evaluates the compliance process to determine if the organization is being responsive to the needs of PGE
  • Drafts responses to complex data requests; represents the department and company with customers, stakeholders and regulatory bodies on a range of issues; advocates company interests, negotiates for the company and presents company proposals; cultivates and maintains professional relationships with regulatory staff and stakeholders
  • Prepares and oversees complex tariff and regulatory filings; leads other analysts and provides management and other departments with extensive technical expertise, analyses and recommended strategies for complex and nonroutine problems in a specialty area or across multiple functions; independently writes, oversees and reviews the development of comments, testimony, exhibits, work papers and/or other documentation for regulatory proceedings
  • Provides technical solutions to complex and nonroutine business/regulatory matters; leads and mentors others in formulating alternative solutions for a range of complex business/regulatory problems; advises senior management
  • Provides leadership in the development of regulatory strategy; leads team in identifying industry and business changes and emerging customer interests to develop proactive regulatory strategies/tactics in collaboration with relevant functions (e.g., legal, government affairs, engineering); may service as a company witness
  • Leads the development of compliance standards that reflect the needs of PGE and addresses identified risks and concerns; submits to management and senior leadership for review and approval
  • Advocates company interests on regulatory issues with customers, stakeholders and regulatory bodies; negotiates with regulatory staff and other interested parties to reach outcomes which advance company objectives; presents company proposals; cultivates and maintains professional relationships with regulatory staff and stakeholders
