About The Position

The Senior Population Health Management Analyst leads complex business and data analysis for a technical population health management service. The role ensures client intent is translated into implementable, testable, and operationally sustainable solutions. It coordinates analysis across stakeholders and workstreams; shapes scope and milestones; governs requirements and traceability; and drives schedule-based execution through Jira management, risk identification, validation, and executive-ready communication. The analyst leads discovery for complex or cross-functional capabilities, develops process and service improvement recommendations, facilitates client and internal workshops, and coordinates priorities and dependencies. The position analyzes population health concepts such as cohort identification, eligibility and attribution, risk stratification, care and quality gaps, outreach, interventions, outcomes, utilization, cost, and equity-oriented segmentation. It also evaluates healthcare data for lineage, consistency, completeness, timeliness, representativeness, privacy, and fitness for intended use. The role creates and governs requirements and analysis artifacts, uses Jira to manage analysis delivery, monitors schedule and quality, and owns test-strategy inputs and business validation. It coordinates technical reviews across design through operations, mentors analysts, and serves as a bridge among client, clinical, product, project, and technical leadership. The role is fully remote from most U.S. locations and territories, with required availability from 8:00 AM to 5:00 PM Pacific Time.

Requirements

  • Six or more years of business analysis, healthcare analytics, health information technology, product or solution delivery, or related experience; equivalent education and experience are considered.
  • Demonstrated experience leading complex requirements and process-analysis efforts across business, clinical, data, and technical stakeholders.
  • Strong command of project delivery fundamentals, including scope, work planning, milestones, dependencies, estimation, status, risk and issue management, change control, quality, and stakeholder communication.
  • Advanced practical experience with Jira or a comparable work-management platform, Excel, process modeling, and requirements traceability.
  • Ability to influence without direct authority, resolve ambiguity, mentor colleagues, and clearly present complex recommendations to clients and leadership.
  • Availability from 8:00 AM to 5:00 PM Pacific Time to align with client and team operating hours.

Nice To Haves

  • Proficiency using SQL or equivalent methods to interrogate and validate data is strongly valued.
  • Bachelor’s degree in business, health administration, public health, information systems, analytics, or a related field; a relevant advanced degree or certification is valued.
  • Experience with Medicaid, Medicare, health plans, accountable care, public-sector healthcare, provider organizations, or enterprise population health platforms.
  • Familiarity with quality measurement, value-based care, care management, health equity, social drivers of health, risk adjustment or stratification, healthcare data models, interoperability, and privacy-sensitive analytics.
  • Experience coordinating multi-workstream technology delivery, leading user acceptance testing, supporting implementation readiness, and developing executive or client-facing recommendations.
  • Business analysis, agile, healthcare quality, analytics, or project management certification.

Responsibilities

  • Lead discovery and analysis for complex or cross-functional population health capabilities, defining problems, scope, stakeholders, outcomes, assumptions, dependencies, milestones, and analysis approaches.
  • Plan, design, and recommend business processes and service improvements by synthesizing clinical, operational, technical, contractual, and data perspectives.
  • Facilitate complex client and internal workshops, resolve requirement conflicts, drive decisions, and communicate tradeoffs.
  • Translate program objectives into analysis scope, work packages, milestones, estimates, owners, and completion criteria; coordinate priorities and dependencies across contributors.
  • Lead analysis of cohort identification, eligibility and attribution, risk stratification, care and quality gaps, outreach workflows, intervention tracking, outcomes, utilization, cost, and equity-oriented segmentation as applicable.
  • Ensure population and measure logic is unambiguous and reproducible, including denominators, numerators, exclusions, attribution, code sets, time windows, data sources, refresh cycles, versioning, and reconciliation controls.
  • Evaluate healthcare data and analytics for lineage, semantic consistency, completeness, timeliness, bias or representativeness, privacy, and fitness for intended use; make limitations visible in requirements and decisions.
  • Create client and leadership communications explaining decisions, progress, risks, dependencies, expected impacts, and recommended actions.
  • Create and govern requirements and analysis artifacts, including process models, conceptual and logical data requirements, data dictionaries, measure specifications, report definitions, user stories, acceptance criteria, and end-to-end traceability.
  • Use Jira as the system of record for analysis delivery; structure epics and stories, maintain workflow hygiene, monitor aging work and blockers, link dependencies and evidence, and maintain decision-ready status and forecasts.
  • Monitor progress against schedule and quality expectations; communicate metrics and status; identify scope, schedule, resource, data, and delivery risks; recommend mitigations; and escalate threatened commitments.
  • Own test-strategy inputs and business validation, including requirement coverage reviews, test planning, defect triage, user acceptance readiness, release decision support, and post-implementation validation.
  • Coordinate technical reviews to ensure change intent persists through design, build, integration, testing, release, adoption, and operations, and verify non-functional, auditability, security, and support needs.
  • Mentor analysts on analysis methods, population health concepts, Jira discipline, estimation, facilitation, testing, and stakeholder communication; review work products and promote reusable standards.
  • Independently own complex, ambiguous, or cross-workstream analysis and its delivery plan.
  • Set analysis standards, challenge incomplete assumptions, and ensure decisions are traceable, testable, and operationally viable.
  • Provide forward-looking schedule, dependency, and risk insight.
  • Coordinate and mentor analysts, review deliverable quality, and bridge client, clinical, product, project, and technical leadership.
  • Recommend changes to scope, sequencing, process, or solution direction when evidence indicates a better path to client and population outcomes.
