DOB plays an essential role in implementing New York City’s ground-breaking climate policies, including Local Law 97, which significantly reduces greenhouse gas emissions from the city’s largest buildings. The Department’s Bureau of Sustainability is actively developing the policies and regulations needed to advance New York City’s climate goals. The Senior Policy and Data Analyst provides expert-level data analytics and policy support to inform decision-making across the Sustainability Bureau. This role focuses on the development, analysis, and application of data to advance building energy efficiency, decarbonization, and sustainability initiatives, serving as a key technical resource for both policy and operational work. Under general direction, with latitude for the exercise of independent judgment and initiative, the Senior Policy and Data Analyst performs technical work, research, and analysis.

Requirements

  • A baccalaureate degree from an accredited college or university in architecture or architectural technology; biology; building science; chemistry; construction management; energy management; engineering, engineering technology; environmental science; facilities management; physics; or a related field
  • Completion of an apprentice program, a minimum of two (2) years in length, in a construction trade with an emphasis on energy efficiency for buildings and two (2) years of satisfactory, full-time experience in energy generation or conservation work such as planning, developing, implementing, inspecting, analyzing, testing, and verifying interventions to generate clean energy or reduce energy usage
  • Four (4) years of satisfactory, full-time experience in energy generation or conservation work such as planning, developing, implementing, inspecting, analyzing, testing, and verifying interventions to generate clean energy or reduce energy usage
  • Education and/or experience equivalent to the above
  • A Bachelor of Architecture degree that is the first professional degree in architecture from an accredited college
  • A baccalaureate degree from an accredited college or university and a master’s degree in building science, energy management, or engineering from an accredited college or university
  • A master’s degree in any of the fields described in "1" above
  • One (1) additional year of experience as described in "3" above
  • One (1) additional year of experience in a supervisory capacity, or as a major contributor or a project leader on a complex project requiring additional and specific expertise in the necessary disciplines as described in "1" above
  • A license as a Professional Engineer or Registered Architect issued pursuant to the New York State Education Law and at least one year of experience as described in "3" above as a major contributor or a project leader on a complex project requiring additional and specific expertise in the necessary disciplines as described in "1" above
  • Permanent Energy Conservation Specialists, applicants who are passed the Energy Conservation Specialist open competitive list, and applicants as indicated below will be considered.
  • Candidates who are permanent in comparable civil service titles may be considered for title change under rule 6.1.9 of the Personnel Rules and Regulations of the City of New York.

Responsibilities

  • Providing expert data analytics support, including designing and executing complex analyses to inform policy and operational decisions
  • Collaborating with internal stakeholders and leadership to operationalize Bureau processes, develop standard operating procedures, and refine KPIs
  • Ensuring quality control across data streams and reporting metrics, supporting accurate measurement of sustainability KPIs and progress toward citywide emissions goals
  • Leading the development and implementation of analytics tools, decision support systems, and dashboards to support policy and operational decisions
  • Translating complex data analyses into actionable insights for policy development, regulatory compliance, and building decarbonization strategies
  • Supporting and contributing to special projects as assigned by Bureau and Agency leadership, providing technical expertise and analytical rigor
  • Presenting technical findings and policy implications to both technical and non-technical audiences, including senior leadership
  • Serving as a subject matter expert on sustainability policy, emissions reduction strategies, and regulatory frameworks related to building energy performance
