The Consumer and Citizen Services Branch is looking for a Senior Policy Analyst to lead complex policy, legislative and regulatory projects that support a fair marketplace and strengthen consumer protection in Alberta. Reporting to the Manager, Strategic Policy, the Senior Policy Analyst is responsible for: Leading complex policy, legislative and regulatory projects, including the development, review, and amendment of consumer legislation. Coordinating and directing research and analysis of consumer-related issues. Developing evidence-based policy options, government positions and recommendations for senior leaders and decision makers. Planning and facilitating internal and external engagement, including stakeholder committees, consultations and cross-ministry working groups. The responsibilities include but are not limited to: Leading policy development and implementation projects, including project plans, Cabinet Reports, decision documents, briefing notes, and legislative or regulatory proposals. Providing policy advice and options in support of government policy development activities related to consumer protection. Supporting the activities of Statute Administrators, conducting issue analysis and draft responses to Action Requests, inquiries, and emerging issues, as required. Coordinating, interpreting, and assessing qualitative and quantitative research, environmental scans and stakeholder input to support policy development and consumer protection priorities. Areas of focus may include complex policy and legislative initiatives involving consumer protection legislation and other consumer-facing statutes administered by the branch, including the Consumer Protection Act and the Condominium Property Act, among others. Mentoring and supporting team members by sharing expertise on policy development, research, project planning, and stakeholder engagement.

Requirements

  • Excellent writing and analytical skills to produce and review clear, professional, and Cabinet-level correspondence, reports, business cases, briefing notes, policy documents, position papers, and legislative and regulatory proposals.
  • Excellent verbal and presentation skills.
  • High proficiency with Microsoft 365 applications, including Outlook, Word, Excel, SharePoint, and PowerPoint, as well as Google Chrome and other tools used for research, project tracking, and collaboration.
  • University graduation in a related field (for example Social Science, Business Administration, or Public Administration, Political Science, Law or any other related field), plus 4 years progressively responsible related experience (such as policy, program administration) is required.
  • Progressively responsible experience in strategic policy, legislative or regulatory development, policy analysis, policy-related project management, or a closely related field.
  • Experience preparing or reviewing briefing notes, decision documents, Cabinet materials, reports, or legislative and regulatory proposals.
  • Experience managing complex projects, competing deadlines and input from multiple partners or stakeholders.

Nice To Haves

  • Policy, legislative or regulatory development experience in a public sector environment.
  • Knowledge of Alberta’s consumer protection statutes and the legislative process.
  • Good understanding of information management, access to information and privacy legislation, including the Access to Information Act and Protection of Privacy Act.
  • Project Management experience, including work planning, risk tracking, stakeholder coordination and reporting.
