The Bipartisan Policy Center (BPC) is a Washington, DC-based think tank that helps policymakers work across the aisle to craft bipartisan solutions. BPC seeks a dynamic Senior Policy Analyst to support its Working Families portfolio within the Human Capital Program. The Working Families team develops bipartisan solutions across child care, paid family leave, and family tax and benefit policy, to inform federal, state, and local policy and implementation. We work closely with diverse stakeholders, including federal, state, and local policymakers, employers, philanthropic partners, and other strategic allies, to advance our research and analysis nationwide. The team pairs Hill-facing policy analysis and technical assistance with data-driven research and practical, on-the-ground engagement, through a growing state policy case study series and an annual national poll on working families. Additionally, our Early Childhood and Business Advisory Council, which works with state child care administrators, chambers of commerce, and child care advocates, is a marquee program that works across thirteen states to develop collaborative child care solutions.

This Senior Policy Analyst role will primarily support the building out and development of the team's family benefits work, while also supporting projects across the broader Working Families portfolio as needed. The individual will bring strong quantitative and analytical skills, a demonstrated interest in family policy, economic security, and workforce policy, and the judgment and communication skills needed to translate complex data into clear, actionable, bipartisan policy recommendations. This person will work closely with the director and team members, managing projects, and communicating and coordinating with the broader Human Capital team and shared service teams, especially our Communications team and BPC Action.

Requirements

• Demonstrated interest or experience in family policy, including tax and social programs supporting working families.
• Interest or experience in family economic security policy, including child care, paid leave, tax policy, or related human capital issues such as education and workforce development.
• Strong quantitative and research skills, including experience with large-scale survey or administrative datasets.
• Experience analyzing federal or state legislation, rulemaking, or program funding, and translating that analysis into policy-relevant products.
• Excellent writing and verbal communication skills, with the ability to make technical research accessible to policymakers, employers, and the media.
• Strong project management skills, with a track record of managing multiple work streams and competing deadlines while maintaining high-quality work products.
• Strong team player with a collaborative spirit and experience navigating a matrixed organization.
• Bachelor's degree and five or more years of relevant experience in family, tax, or social policy, or a relevant advanced degree (master's preferred) and four or more years of relevant experience.

Nice To Haves

• Experience with data visualization tools (e.g., Datawrapper) is a plus.

Responsibilities

• Lead research and analysis on family benefits policy, while supporting work on child care, paid family leave, and family tax policy as needed.
• Draft reports, issue briefs, fact sheets, explainers, articles, and memos for policymakers and other external audiences.
• Support the Working Families state case study series, including research, drafting, and coordination with state officials and partners.
• Assist with the team's annual national poll, including data analysis, talking points, and materials for Hill and media audiences.
• Build and maintain relationships with congressional staff, executive branch officials, employers, and philanthropic partners.
• Help plan and execute meetings, roundtables, and convenings related to the Working Families portfolio.
• Work with the Working Families director to support funder proposals, reports, and correspondence.
• Track federal and state legislative and regulatory developments relevant to child care, paid leave, and family tax and benefit policy.
