About The Position

Consumer Reports (CR) is seeking a Senior Policy Analyst with a focus on Energy Affordability to provide technical leadership on utility regulation, electricity markets, energy efficiency, and emerging energy challenges. This role involves analyzing complex technical issues and translating them into effective policy recommendations, advocacy strategies, and public communications. The analyst will report to the Manager, Sustainability/Advocacy and will work to identify and advocate for opportunities to reduce costs, improve consumer outcomes, and strengthen public participation in energy decision-making. This is a hybrid position.

Requirements

  • Bachelor’s Degree.
  • Minimum 5 years of experience in utility regulation, energy policy, utility economics, public utility commission proceedings, energy markets, or related fields.
  • Strong quantitative and analytical skills.
  • Excellent collaboration and interpersonal skills; ability to work cooperatively with individuals, groups, and organizations with varying interests.
  • Strong analytical, communications, and persuasion skills.

Nice To Haves

  • An advanced degree in engineering, law, economics, or a related field.

Responsibilities

  • Serve as a subject matter expert on utility regulation, ratepayer impacts, and energy affordability issues.
  • Analyze utility rate cases, integrated resource plans, transmission and distribution investment proposals, and other regulatory proceedings to identify consumer impacts and opportunities to improve affordability.
  • Identify opportunities where consumer engagement, public comments, storytelling, coalition advocacy, or other interventions can influence regulatory and policy outcomes.
  • Develop recommendations for Consumer Reports' participation in regulatory proceedings, legislative initiatives, and public policy campaigns.
  • Translate complex technical and regulatory issues into clear, accessible materials for consumers, policymakers, and media.
  • Advocate before Congress, various federal agencies, public utility commissions and other state/local-level entities as required.
  • Write and transmit letters, regulatory comments, legislative alerts, and reports.
  • Participate in media interviews to help get CR’s message to the public.
  • Collaborate across teams within the Consumer Impact division to maximize impact.
  • Develop strong, ongoing relationships with partners in other CR divisions, including those on content and research/testing teams.
  • Leverage external advocacy partners and coalitions to make progress toward objectives.
