About The Position

Develops and manages API’s policy development for transportation fuels (on-road, off-road, air) and supports advocacy efforts to accomplish those policies in state/federal regulations. Manages and coordinates ongoing and emerging issues through member committees engaging multiple departments within API including Communications, Legal, State and Federal Government Affairs, and other API departments as necessary. Additionally, would be responsible for engaging with federal regulatory agencies, state agencies and maintaining working relationships with trade associations with interests in fuels and transportation. Develops and implements industry priorities, policies, and programs with the objective of supporting and advancing public policy to benefit API and its members. Develops and executes national and regional based strategies to advance fuels and related transportation policy objectives.

Requirements

  • Requires 7+ years of experience in a similar role and subject matter expertise.
  • Bachelor's degree in relevant area, or other related field equivalent work experience.
  • Ability to read and interpret regulations and legislation is required.
  • Knowledge of the oil and natural gas industry is required.
  • Initiative and ability to work both independently and collegially with others in the department, across the organization, with member company representatives, and allies are essential.
  • Excellent communications (written, verbal, and graphical), planning, organizational skills, and proficiency in Microsoft Office applications

  • Knowledge of issues affecting engines and vehicles (including, but not limited to, internal combustion engine and electric vehicles) is a plus.

Responsibilities

  • Manages the development and implementation of policy positions in coordination with API members and API staff.
  • Works with assigned committees to ensure member company engagement on potential approaches to regulations, legislation, policies and technical programs in assigned issues based upon API policy positions and supports strategy development and execution to effectuate positive outcomes with API staff, allied trades, coalitions, and other stakeholders.
  • Provides timely and credible analysis of proposed regulations, legislation and policies. Analysis includes identifying and prioritizing key issues, analyzing their potential impact on industry, developing alternative proposals, and preparing written comments for submission to government agencies.
  • Works with member companies to organize and lead committee meetings and facilitate agenda outcomes that meet policy objectives.
  • Is recognized as a subject matter expert on liquid fuels, the Renewable Fuel Standard program, Low Carbon Fuel Standards, and transportation related greenhouse gas emissions issues, and the transportation supply chain. Coordinates and engages government relations staff to advocate for these positions at the federal and state levels as well as providing technical expertise on issues and ensuring consistency and alignment between API policy objectives and advocacy efforts. Knowledge of issues affecting engines and vehicles (including, but not limited to, internal combustion engine and electric vehicles) is a plus.
  • Provides direct input on yearly budget needs and expectations. Oversees spending and project management of third-party consultants in area of responsibility.
  • Acts as a technical resource and as an advocate and spokesperson for API, its members, and the industry with national, state, and local policymakers as well as private sector companies, the media, think tanks, and non-governmental organizations (NGOs).
