TJFACT is seeking a well-qualified Senior Police Advisor to support the Department of State – INL/AME office, at the U.S. Embassy Dakar, Senegal. This position is equivalent to a Police Advisor Level 5. As the INL Senior Police Advisor (SPA) at the U.S. Embassy Dakar, the incumbent assists the INL Regional Director and Program Coordinator (Director/Coordinator) by advising, monitoring, and managing training and other INL security-sector reform projects in Senegal. The SPA is responsible for assisting the Director/Coordinator in monitoring, advising, and collaborating with INL implementing partners in Senegal and other countries in the region as assigned. Additionally, the SPA will support INL program and project design and implementation to improve the institutional capacity of Senegal's law enforcement institutions. The position requires close coordination with the Senegalese National Police (NP), Gendarmerie, and other Senegalese law enforcement agencies at both the executive and mid-level leadership levels. The primary responsibility of this third-party contractor is to coordinate with the Dakar-based INL Regional Director and Coordinator and INL staff, as well as the Washington DC-based INL/AME Program Officer, INL implementing partners, U.S. law enforcement agencies (e.g. FBI, DEA), the Senegalese National Police, Gendarmerie, and other Senegalese law enforcement and relevant agencies on the development and implementation of law enforcement assistance. This includes advising on topics including curriculum development at the National Police School (NPS), cybercrime and cyber-enabled crime investigations, port security, counternarcotics operations, transnational organized crime, overall technical skill development, and equipment provision. The SPA also provides advisory services on INL-supported projects and works closely with INL implementers and program beneficiaries to ensure high-quality law enforcement instruction, advising, and technical assistance. Additionally, the SPA will advise on wide-ranging policy, and technical law enforcement matters relative to U.S. contributions and participation in police development programs and operations in relation to Senegalese civilian security and regional stability.
