About The Position

Performs a variety of complex technical and administrative work in a typical office setting and in the community. Assists the Chief Plumbing Inspector in inspecting new and existing buildings and structures to enforce plumbing, grading and zoning law and approved plans, specifications, and standards. Requires the ability to perform difficult and complex work using independent judgment; work is performed under general direction of the Chief Plumbing Inspector and Building Official and may receive technical and functional direction from other professional personnel. Performs related duties as assigned.

Requirements

  • Comprehensive knowledge of office practices and procedures including filing and basic record keeping.
  • Comprehensive knowledge of English usage, spelling, grammar and punctuation.
  • Good knowledge of business letter writing and typing formats.
  • Good knowledge of basic mathematics.
  • Good knowledge of adult learning and training procedures.
  • Ability to read, write and speak English; Spanish and other foreign languages helpful.
  • Ability to read, analyze, and interprets the most complex documents.
  • Ability to read and interpret building plans and specifications.
  • Ability to read, understand and explain plumbing codes, ordinances and regulations.
  • Ability to respond effectively to the most sensitive inquiries or complaints.
  • Ability to make effective and persuasive speeches and presentation on controversial or complex topics to top management or public groups.
  • Ability to communicate clearly and concisely, both orally and in writing; ability to establish and maintain effective working relationships with those contacted in the course of work; ability to organize and maintain accurate records and files.
  • Ability to learn the operation, policies and procedures of the City and the department.
  • Ability to make difficult decisions.
  • Extensive knowledge of the principles and practices of building plumbing inspection; thorough knowledge of the State and South Florida Plumbing codes.
  • Knowledge of the full scope of the department's function, the local laws, county and city ordinances and regulations, and State statutes that have a bearing on his/her department required.
  • Considerable knowledge of the rules established by the Florida Department of Professional and Occupational Regulations.
  • Ability to use and interpret plumbing codes, accessibility codes, mechanical and plumbing terminology and language used within the department.
  • Considerable knowledge of the functions of the Dade County Board of Rules and Appeals, including their certification and educational programs.
  • Knowledge of O.S.H.A. standards, rules, and regulations.
  • Knowledge of modern office practices, procedures, and methods.
  • Ability to respond with circumspection, objectivity, patience, veracity, empathy, integrity and candor.
  • Ability to plan, organize, train and direct subordinates in the conduct of a coordinated inspection program.
  • Ability to make decisions, recognizing established precedents and practices, and to use resourcefulness and tact in meeting new problems in difficult situations and under adverse conditions.
  • Ability to exercise sound judgment.
  • High School Diploma or General Education Degree (GED) required; two (2) years college desirable; must have ten (10) years related experience as a Licensed Plumber, five (5) years of which shall have been in the field within the jurisdiction of the Florida Building Code; or other appropriate qualification as outlined in the code.
  • Certification as a Master Plumbing inspector in Dade or Broward County; certification as an Plumbing Inspector in the state of Florida; Master Plumber's License from the state of Florida or from Dade or Broward County; Florida Driver's License.
  • Good knowledge of Microsoft Word, Excel or other spread sheet software and Outlook Express.
  • Some knowledge of various construction/building software.

Responsibilities

  • Assists the Chief Plumbing Inspector in a comprehensive plumbing inspection program, including inspection of building plumbing systems and use.
  • Prepares and submits periodic activity reports of inspection and investigations.
  • Interprets and recommends changes in legal provisions governing construction and use of buildings.
  • Assists the Chief Plumbing Inspector in the inspection of plumbing system and material used in plumbing systems under construction for compliance with plumbing code requirements and sites before construction for practicability of plans.
  • Participates in administrative staff meetings.
  • Assists in the planning, development, and execution of departmental procedures relative to inspection and enforcement activities.
  • Meets with attorneys, public officials, architects, engineers, fire marshals, builders, plumbers, contractors, property owners, and others on matters related to inspection, and plumbing materials and practices.
  • Investigates complaints relating to plumbing and issues citations to violators and coordinates the prosecution of violators to assure compliance with ordinances.
  • Confirms that all completed structures have the necessary plumbing Inspection signed off.
  • Confirms that all plumbing documentation is included in the file prior to the issuance of a Certificate of Occupancy.
  • Assist the Chief Plumbing Inspector with reviews practices and procedures of the assigned activity and ensures that they are implemented to the approval of the Building Official.
  • Reviews and approves features of plans for structural fire protection and public safety related to plumbing, answers inquiries concerning plumbing code requirements.
  • Reviews and checks plans and specifications prior to issuance of building permits of proposed plumbing installation.
  • Discusses requirements of plans with engineers, contractors, builders or owner and the public at large.
