About The Position

Under general supervision, perform professional planning work in the administration and implementation of the comprehensive plan, transportation systems or parks planning. This role involves conducting highly technical research and analysis, evaluating findings, identifying significant issues, and developing recommendations on complex projects. The Senior Planner will prepare technical materials related to subdivisions, zoning, transportation planning, parks planning, land studies, urban design, and site analysis. They will also coordinate and participate in the analysis of plans and projects, meet with private and public sector professionals, and provide planning data to the public. A key aspect of the role includes processing applications to ensure compliance with state and local regulations and the city's comprehensive plan, as well as preparing project documents and design concepts. Additionally, the position involves researching and planning for grant funds, including identifying opportunities, meeting with potential sponsors, developing plans for fund implementation, writing grant proposals, and managing grant budgets. The Senior Planner will represent the department, provide technical support and interpretation of planning-related documents, prepare comprehensive reports, and attend various meetings to represent the department. This role also includes supervisory responsibilities, such as scheduling, assigning, instructing, guiding, and checking the work of assigned personnel, appraising performance, and providing for training and development.

Requirements

  • Bachelor's Degree or higher in Business or Public Administration, Transportation, Urban or Regional Planning, Design, or a related field.
  • Two (2) years professional experience in urban or regional planning.
  • Valid Texas Class “C” Driver’s License by time of appointment or equivalent from another state.

Responsibilities

  • Plan, prepare and technical planning material related to assigned work.

  • Conduct surveys and research property ownership and planning related.
  • Prepare recommendation on transportation projects, park-planning projects, planning related ordinance revisions and other planning items.
  • Research grant opportunities including utilizing the Internet, grant related publications, and contacts.
  • Meet with private foundations on possible sponsorships.
  • Work with grant program recipients to establish objectives and develop plans to implement funds, program requirements and explain required procedures.
  • Write grant proposals and submit grant applications.
  • Prepare statistical information.
  • Manage grant budgets including authorizing and initiating payments for services.
  • Develop comprehensive documents for reporting on grant funding activities, including assisting in the preparation of reports to federal agencies and long-term planning documents.
  • Respond to requests for information on ordinances, codes, policies, plans and procedures.
  • Provide interpretation of planning related and subdivision requirements, zoning requirements, comprehensive planning documents, land development applications, land use documents and other planning documents.
  • Prepare complex comprehensive documents on comprehensive plans, data analysis, special reports and recommendations.
  • Attend board and committee meetings, City Council, citizen group meetings and other gatherings to represent the department.
  • Provide input for department budget preparation.
  • Schedule, assign, instruct, guide and check work.
  • Appraise employee performance.
  • Provide for training and development.
  • Enforce personnel rules and regulations and work behavior standards firmly and impartially.
  • Counsel, motivate and maintain harmony.
  • Interview applicants.
  • Recommend hiring, termination, transfers, discipline or other employee status changes.
