About The Position

Maryland's Family and Medical Leave Insurance (FAMLI) program ensures all workers in Maryland have paid time off for medical and family reasons. FAMLI is a social insurance system covering 2.6 million workers and 180,000 employers, delivered as a digitally native, public-facing service. The Insurance Plan Compliance (IPC) Team works collaboratively with other teams within the FAMLI Division to serve Insurance Plan participants effectively. The Senior Plan Analyst will work closely with IPC leadership to service all Private Insurance Plans, ensuring they are in compliance with FAMLI laws, regulations, and prescribed guidance. This role will complete detailed reviews of employer applications, coordinate deficiency resolutions with employers, and collaborate with the FAMLI Customer Care team for escalated inquiries related to private plans.

Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Three years of administrative staff or professional work.
  • Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
  • All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

Responsibilities

  • Reviews, approves, or denies Insurance Plan Applications in accordance with Laws, Regulations, and prescribed guidance promulgated by FAMLI.
  • Ensures approved Plan participating Employers and/or Insurers are operating within the Laws, Regulations and prescribed guidance relating to Insurance Plans.
  • Utilizes Digital Services tools designed for monitoring compliance and other processes, such as communications with other FAMLI teams to determine compliance.
  • Reports issues of noncompliance involving Employers and/or Insurers to Plan Analysis Assistant Manager.
  • Provides applicable documentation regarding issues of noncompliance to the Plan Analysis Assistant Manager.
  • Collaborates with the Plan Analysis Assistant Manager to ensure appropriate actions are taken to remedy the issues of noncompliance.
