About The Position

ProSidian seeks a Senior Person in Charge (PIC) for Program Support on an Exempt Basis for Working On-Site (Client Site) in The Southeast | South Atlantic | CONUS Area (Aiken, South Carolina). This is a Contract Contingent role, generally located across the Aiken, South Carolina region, supporting a High-hazard nuclear cleanup environment requiring disciplined staffing, safety, quality, security, and regulatory compliance. The role is aligned with GSA Labor Category: Senior Project Manager and is principally focused on ProSidian Strategic Resourcing and Professional Staff Augmentation for Person in Charge (PIC) Solutions and Services. We seek candidates with relevant Nuclear And Environmental Management Sector Experience to support professional services engagement for clients such as SRMC. This position is initially a Contract Contingent or Contract W-2 (IRS-1099) role, but ProSidian reserves the right to convert it to a Full-Time ProSidian employed W-2 Position. The role provides services and support as a Senior Person in Charge (PIC) aligned with the Person in Charge (PIC) Functional Area / Swim Lane / Category Discipline in the Nuclear And Environmental Management Industry Sector. This role focuses on Human Capital | Project Management | Engineering | Environmental | Compliance | Risk Management | IT Effectiveness | Business Process | Training Knowledge Management Solutions for clients such as Savannah River Mission Completion, LLC (SRMC) | SRMC Supply Chain / Procurement supporting the Liquid Waste Program. The Senior Person in Charge (PIC) will provide services and solutions as a ProSidian Engagement Team Member, supporting worksite leadership activities through planning, analysis, coordination, documentation, compliance, quality assurance, and stakeholder support. The individual will own the worksite by keeping high-risk activities within approved scope, controls, qualifications, and procedural boundaries.

Requirements

  • Bachelor’s degree in Engineering, technical or science disciplines and 5+ years of practical experience in operations/maintenance, Project s or Engineering OR;
  • Bachelor’s degree in a non-technical discipline and 6+ years of practical experience in operations/maintenance, Project or technical area OR;
  • Associate’s degree and 7+ years of practical experience in operations/maintenance, Project or technical area OR;
  • A high school diploma/GED and 9+ years of practical experience in operations/maintenance, Project or technical area OR;
  • 4+ years of practical experience in a Person in Charge role OR;
  • 4+ years of experience in a First Line Manager (FLM) role.
  • US Citizen.
  • Primarily focused on Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services initiatives and aligned with Program Support activities Person in Charge (PIC) Functional Area Activities.

Nice To Haves

  • Ability to understand and interpret various electrical and mechanical documents, blueprints, drawings and schematics.
  • Conceptual understanding of facility processes, systems and equipment.
  • In-depth knowledge of site work control procedures and work practices and procedures for maintenance, operations, construction and Project related areas.
  • Knowledge of general or specific safety, environmental, regulatory, safeguards, security, emergency preparedness programs, policies, practices and guidelines.
  • Knowledge of schedules and schedule integration including support resources required to accomplish tasks.
  • Basic knowledge of Project Management aspects of Cost, Scope, Schedule and Risk Management.
  • Proficiency with Microsoft Office (Word, Excel, Project ), Asset Suite, Primavera and Puridiom.
  • Rad worker trained.
  • EVMS trained.
  • Authorization Basis Knowledgeable.
  • Shift Manager qualified or 3+ years as a Senior PIC.
  • Ability to conduct cost/benefit analysis.
  • Must become Facility Operations Safety Committee (FOSC) qualified.

Responsibilities

  • Safety is a primary responsibility in each job performed. Obtain safety training, obey safety rules, and make safety an integral part of each task. Take necessary steps to stop work if continuing the activity is unsafe or will create and unsafe condition.
  • Receives assignments from facility manager for multiple complex activities and ensures understanding of work priorities.
  • Communicates with the Shift Manager (SM) utilizing OSR 46-295, PIC Turnover Checklist, to ensure facility equipment conditions are understood at the completion of work each shift.
  • Ensures qualified personnel complete the appropriate technical work documents.
  • Conducts a pre-planning meeting with the work control planner and all involved work groups to assist in the development of the scope of work.
  • Presents completed schedule for evolution at the appropriate Facility Meetings (Turnover, POD, Lock-In) as soon as possible to lock-in to schedule. If the activity is emergent work, complete all forms and ensure change control has been implemented to lock in work.
  • Conducts the pre-job briefing(s) for the evolution/activity and a worksite walk down when necessary.
  • Monitors and maintains a controlling presence at the work site (through specifically identified command and control location near the work location, if required) until completion of the evolution/activity or until relieved.
  • Ensures that all aspects of a job meet Facility Management expectations to include safety and procedural/RWP/work package, scheduling compliance and possible changes in facility/equipment status and housekeeping before, during and after the work to the participants of the evolution/activity at the work site.
  • Conducts turnover of conditions with alternate PIC if it is necessary to leave the work site for extended periods of time.
  • May provide training and other support to lower level PICS.
  • Other duties as assigned.
  • Designated individual responsible for ensuring all aspects of a high risk or non-routine/complex work activity is conducted safely and according to defined scope and work package procedural requirements.
  • Implements all phases of Integrated Safety Management (i.e. Define scope of work, analyze the hazards, identify controls, perform work, and provide feedback) and maintains a controlling presence at the work site ensuring qualified personnel complete the appropriate technical work documents.
