About The Position

Loch Harbour Group is building a team of Momentum subject matter experts for an upcoming Independent Verification and Validation (IV&V) opportunity supporting a major federal financial management modernization program. This program involves migrating a large federal department from a legacy financial system to a configured deployment of CGI's Momentum Enterprise Suite via a commercial SaaS model. The IV&V contractor will provide objective assurance across implementation waves, operations and maintenance releases, and interface integrations. This role is focused on IV&V, not system integration or development, and aims to provide the Government with decision-quality evidence regarding system readiness, requirements coverage, interface health, and risk posture.

Requirements

  • Minimum of 5 years of hands-on functional or technical experience with CGI's Momentum Financial Management application in federal environments.
  • Direct experience on at least one large, complex federal Momentum implementation (agencies such as Department of Commerce, USDA, Department of the Interior, EPA, SEC, DOJ, or DoD components).
  • Working knowledge of Momentum core financials, general ledger, funds control, budget execution, accounts payable and receivable, and acquisition integration.
  • Ability to read and interpret a chart of accounts configuration and trace a transaction through Momentum workflow.
  • Experience with database query development using TOAD, Microsoft SQL Server Management Studio, or Oracle SQL Developer.
  • Experience with JIRA and Xray or comparable test and defect management tools.
  • Bachelor's degree in Accounting, Finance, Information Systems, Computer Science, or related field, or equivalent experience.
  • U.S. citizenship and ability to obtain a VA Public Trust background investigation.

Nice To Haves

  • Prior IV&V, independent testing, or quality assurance experience on a federal financial management program.
  • Experience with automated test framework development and execution.
  • Familiarity with IEEE 1012 verification and validation standards.
  • SAFe certification (SAFe Practitioner, SSM, SASM, or higher).
  • Federal accounting knowledge including USSGL, Treasury reporting, and appropriations law fundamentals.
  • Experience working in Agile Scrum or Scaled Agile Framework delivery environments.
  • Prior work on programs involving financial system interfaces with procurement, logistics, human capital, or healthcare systems.
  • Former CGI Federal Momentum consultants, functional analysts, or technical leads who have transitioned to other federal consulting roles.
  • Former federal employees from agencies with Momentum deployments who supported financial system operations or modernization.
  • IV&V professionals with financial system or ERP assessment backgrounds looking to apply their methods in a federal Momentum context.

Responsibilities

  • Perform independent verification and validation of Momentum business processes, configurations, interfaces, and reporting across implementation waves and operations and maintenance releases.
  • Develop and execute manual and automated Momentum test scripts anchored to approved requirements, business processes, and interface control documents.
  • Build database queries using TOAD, Microsoft SQL Server Management Studio, or Oracle SQL Developer to support verification points not observable through the user interface.
  • Maintain requirements traceability matrices connecting Momentum test scripts to approved requirements, business processes, designs, and configurations.
  • Identify, document, and track defects through JIRA and Xray toolchains, reconciling findings weekly against the program's defect management systems.
  • Support Test Readiness Reviews, Implementation Readiness Reviews, and product reviews of program deliverables including Interface Control Documents, Concept of Operations documents, Release Plans, and Technical Impact Assessments.
  • Recognize and clearly communicate the distinction between a Momentum configuration issue and a defect in delivered code to both technical and financial stakeholders.
  • Contribute to interface regression testing across connected systems, with particular attention to integration points with other enterprise modernization efforts.
  • Produce findings and recommendations that provide Government leadership with defensible evidence for wave go-live and release acceptance decisions.
