About The Position

The Senior Director of Clinical Operations is responsible for the management, oversight, and day-to-day clinical operations of Cascadia Health’s clinical programs, including but not limited to, Integrated Team Based Care (ITBC), staffed housing, primary care, forensics, crisis services, community-based programs, nursing and pharmacy. This position works collaboratively with internal and external stakeholders to ensure quality care for those we serve. The job incumbent must understand, appreciate, and respect the differences within our Cascadia community. As such, it is expected that this position promotes integrated care, our vision of trauma-informed and person-first approaches and helps create a work environment of acceptance.

Requirements

  • Must have an Active Nursing License as a PMHNP, including maintenance requirements and DEA certification. Certification by the American Nurses Credentialing Center; or Active Oregon Medical License with appropriate board certification.
  • Ten years of progressive clinical experience working with vulnerable populations.
  • Three of the ten years including supervisory experience.
  • Expertise in complex clinical needs and integrated care models.
  • Strong operational, strategic, and financial acumen.
  • Ability to analyze and use data for decision‑making and performance improvement.
  • Proficiency with technology and systems required for clinical operations.
  • Must have the ability to travel to multiple locations throughout the Portland Metro area.
  • Must have the ability to perform CPR and properly use AED equipment. BLS certification training will be provided within the first 60 days of hire for client-facing staff, and CPR certification training will be provided within 120 days for all other staff. Certification must remain current.

Responsibilities

  • Provide strategic oversight, clinical direction and support to teams while driving operational excellence.
  • Oversee the implementation of clinical best practices while ensuring compliance with regulatory standards.
  • Monitor clinical performance metrics, conduct audits, and implement corrective action plans.
  • Oversee quality patient care and access to timely services to the individuals we serve to support whole person’s health.
  • Partner with Cascadia’s quality, compliance and operations team to ensure efficiency, quality and daily adherence to program requirements.
  • Promote a culture of continuous improvement through data-driven decision-making, quality assurance activities, and Standard Operating Procedure (SOP) development.
  • Participate and oversee operational budget for assigned programs.
  • Promote strong collaboration across cross-functional teams.
  • Apply Feedback Informed Treatment (FIT) practices as part of service delivery team and in alignment with Cascadia and program’s current level of FIT implementation.
  • Ensure compliance with all relevant laws, regulations, policies, MOUs, contracts, grants, and reporting requirements.
  • Respect and honor client rights and responsibilities and demonstrate professional boundaries and ethics.
  • Maintain accurate and up-to-date documentation that ensures compliance with all agency policies and procedures and local, state, and federal regulations, and billing requirements.
  • Complete electronic medical records (EMR) as required using Cascadia software.
  • Adhere to mandatory abuse reporting laws, HIPAA and 42CFR requirements.
  • Understand safety regulations and evacuation procedures; participate in regular safety drills in compliance with program policies and procedures.
  • Complete assigned employee training in compliance with program and company requirements.
  • Participate in all scheduled staff meetings, supervision sessions, and other departmental and company meetings.
  • In collaboration with program leadership, determine staffing requirements, recruit, hire, and train staff in a manner that supports Cascadia’s mission and maintains strategic growth.
  • Facilitate multidisciplinary staff meetings and training with program to discuss safety concerns, crisis management, complex client needs and risks and critical incidents.
  • Provide guidance, support, and training to staff in alignment with company mission and values.
  • Oversee the completion of personal and team documentation as required by assigned programs.
  • Establish work plans and priorities for staff members, assess the progress of staff members.
  • Provide consistent supervision and support for direct reports.
  • Promote and ensure completion of annual training requirements.
  • Demonstrate commitment to continuing professional development.
  • Develop clinical strategies to meet goals, budgets and timelines.
  • Take the initiative in thought leadership, innovation, and creativity.
  • In collaboration with the leadership team develop, review and revise clinical guidelines and operational workflows; as well as set annual goals and objectives aligned with Cascadia’s mission.
  • Create, model, and maintain a work culture that supports Cascadia’s Values.
  • Attend and participate in all meetings assigned, including but not limited to staff and team meetings, consultations with staff, individual and group supervision.
  • Develop and maintain strong relationships with internal and external customers to promote quality and efficiency in Cascadia operations.
  • Other duties as assigned.
