About The Position

The Senior Master Data Management (MDM) Administrator/Developer will support the Health and Human Services Commission (HHSC) on the Performance Management & Analytics System (PMAS) / Enterprise Information Management (EIM) initiative. This role serves as a critical liaison between technical IT staff and non-technical program personnel, mastering complex member and provider data sources across Health and Human Services (HHS) departments and agencies. The Worker will support integrated agency analytical reporting and strategic decision-making by empowering HHS staff to determine client and provider identity crosswalks across application sources. This position operates within an agile development team environment and requires deep expertise in master data management, SQL, data profiling, and the emerging application of AI within complex health and human services data domains.

Requirements

  • 12 years of experience with Informatica PowerCenter.
  • 10 years of experience gathering business requirements and translating complex identity resolutions and operational requirements into clear, actionable access paths for client or provider identity in support of complex analytics.
  • 10 years of experience with MDM tools such as Informatica MDM.
  • 8 years of experience explaining technical findings and data limitations in plain, non-technical language to end-users and leadership.
  • 8 years of strong experience with SQL for data identification, data profiling, and data manipulation.
  • 8 years of experience collaborating with end-users, performance analysts, and IT internal leaders to create and validate client and member identification strategies for analytics development.
  • Excellent communication, presentation, and interpersonal skills.
  • Candidates must currently reside in Texas and be local to the Austin area. Out-of-state candidates or those planning to relocate will not be considered.

Nice To Haves

  • 5 years of experience with Business Intelligence and/or Data Warehouse environments.

  • 4 years of experience working in a health and human services or similarly regulated environment, with a strong understanding of agency data domains.
  • 4 years of experience with data governance and data quality principles.
  • 3 years of experience acting as the primary point of contact for program staff with MDM needs on analytics projects.
  • 2 years of experience championing MDM practices across an organization.
  • 1 year of experience with AI prompt development.

Responsibilities

  • Serve as a senior MDM administrator/developer and strategic liaison between technical IT teams and non-technical program staff to resolve complex member and provider data identity issues.
  • Extract, integrate, and analyze member and provider identity data from multiple internal and external sources to support HHS analytics needs.
  • Collaborate with end-users, performance analysts, and IT leadership to create and validate visualizations and client or member identification strategies for analytics development.
  • Provide subject matter expertise on validating AI output, with a focus on identifying and mitigating data hallucinations.
  • Develop and conduct training sessions and create comprehensive documentation to build data literacy and promote effective use of master data tools among non-technical staff.
  • Troubleshoot data identity issues and inconsistencies in collaboration with data engineering, IT, and program teams, providing expert guidance on identity trend interpretation.
  • Develop and refine AI prompt strategies and query templates to accurately retrieve and synthesize data from complex data domains.
  • Ensure all data identities adhere to agency data standards, data governance policies, and applicable compliance regulations.
  • Champion master data management practices across the organization and support a data-driven culture by enabling staff to utilize master data and AI tools effectively.
  • Stay current on emerging AI and data identity tools and techniques to continuously improve data integration, data quality, and reporting capabilities.
