About The Position

The Value Analysis Program Manager is a member of the Supply Chain team responsible for developing, implementing, and sustaining the value analysis strategy, ensuring that all supplies and purchased services are thoroughly evaluated and implemented to deliver the highest value (i.e., the highest levels of safety and clinical outcomes at an appropriate cost) to patients and families. This position facilitates and leads various Value Analysis Committees composed of clinical leaders, senior administrators, program directors, physicians, and departmental end users. The role represents Supply Chain on clinical committees and workgroups, collaborates across all levels of the organization, and partners closely with Supply Chain Sourcing and Category Managers. This position thrives on collaborating with cross-functional teams to develop end-to-end strategies focused on cost savings, clinical and supply chain partnerships, and process improvement. The successful candidate learns quickly, can effectively lead groups, communicate strategic initiatives, mentor staff, and serve as an effective change agent for the organization. The position directly manages 2-4 team members and continuously seeks opportunities to advance the Value Analysis Program through process improvement, benchmarking, and collaboration. The role also directly leads three working committees, each consisting of approximately 8-12 clinical and support staff members. In partnership with the Office of Risk Management, this position provides management oversight for product recall and defective product processes to ensure compliance with patient safety standards and regulatory requirements.

Requirements

Bachelor's Degree - Required
At least five (5) years of related experience - Required
At least three (3) years of experience working in hospital/healthcare - Required
Change Management: Develop and articulate vision and need for change, mobilize commitment around change through a variety of creative means, and execute improvements and sustain change (specific project changes and cultural change) over the course of time.
Project Management: Effectively lead multiple projects, using core project management fundamentals such as: project charters, project plans, stakeholder analysis, etc.
Facilitation: Effectively plan and lead discussions among small and large teams/committees to accomplish goals. Facilitate the Value Analysis committees to achieve excellence in Supply Chain, while maintaining CHOP's mission and core values
Public Speaking: Mature public speaking abilities from small groups to large audiences. Ability to tailor messages and presentations to reach desired effect.
Data Analysis: Ability to summarize key findings from large and/or complex sets of data in order to make informed decisions.
Financial Analysis: Strong financial acumen in order to identify return on investment and impact on financials.
Teaching/Coaching: Ability to mentor junior team members and/or stakeholders lacking experience in certain areas of the value analysis methodology.
Process Improvement: Process-minded individual, with ability to identify root-causes of broken processes, and work collaboratively with key stakeholders to re-engineer process and implement ideas of change.
Relationship/Interpersonal: Able to work collaboratively across all areas of organization and at all levels. Easily builds trust and cooperation amongst individuals and teams
Communication: Creative and flexible style of communication. Ability to use a variety of mechanisms depending on the situation and audience to convey message.
Strategic and Operational Excellence: Able to use political savvy, think strategically and develop long-term roadmaps, while still executing with excellence at the tactical level.
Supply Chain Management: Well versed in Supply Chain management discipline, and understands the interplay between Value Analysis program and Supply Chain value stream.
Project management skills are essential to this position.
Negotiations, vendor management, value analysis, business case development, leading/facilitating teams, financial analysis, forging positive customer relationships.
Moderate to advanced proficiency with Excel, PowerPoint, data analysis, business case development, ERP systems. Proven project management and facilitation skills in small to medium sized workgroups/projects.

Master's Degree - Preferred

Experience in Hospital Value Analysis.
Demonstrated project management expertise with the ability to manage multiple initiatives simultaneously.
Proven ability to lead complex, cross-functional projects involving diverse stakeholder groups across clinical and operational departments.
Experience applying process improvement methodologies such as Lean, Six Sigma, or the CHOP Improvement Framework.
Strong understanding of change management principles and stakeholder engagement strategies.
Clinical experience in Nursing, Respiratory Therapy, Biomedical Engineering, or a related healthcare discipline.
Experience developing and executing comprehensive project plans, implementation strategies, and communication plans.
Knowledge of Group Purchasing Organizations (GPOs), committed contracting programs, and healthcare supply chain optimization.
Direct experience within a hospital or academic health system environment.
Familiarity with healthcare supply chain, contracting, and product standardization initiatives.
Exposure to enterprise-wide performance improvement and cost-reduction programs.

Responsibilities

Development and continual re-assessment of strategic plan/roadmaps (1-3-5 year plans) for the Value Analysis Program, ensuring alignment to CHOP's vision, mission, and strategic plan.
Development of annual operating plan for Analysis Program; identifying and executing upon critical initiatives that will have the greatest impact on supporting CHOP's organizational operating plan initiatives.
Development and continuous execution of change management strategy (e.g. building awareness of need for change, mobilizing commitment around change, communication, branding, marketing, engagement, etc.) in order to embed value-based and continuous improvement mindset into the culture.
Lead the clinicians in improving financial outcomes through refined business processes and enhanced quality as it relates to procurement of products and services.
This position works collaboratively with Supply Chain leaders, core team members, and ad-hoc team members from the various Value Analysis committees to ensure that the entire value-stream is operating with maximum efficiency and delivering results.
Identification: Through individual and/or collaborative process, identify new products and services and/or better utilization management practices for current products and services which will deliver value.
Evaluation: Develop and ensure standard evidence-based and data-driven approach is utilized to evaluate potential value of change; from initial clinical and financial analysis through piloting potential solution. Partners closely with other Supply Chain leaders and various other departments (Finance, clinical teams, etc.) in assessing these solutions.
Decision Making: Develop and ensure standard approach to decision making, focusing on inclusive and objective criteria.
Implementation: Develop and ensure standard approach to implementing ideas, which assure that safety, outcomes, and fiscal targets are achieved.
Control: Develop and ensure standard approach to control improvements, assuring gains are sustained over time.
Leads utilization and standardization initiatives to reduce waste and maximize clinical and financial efficiencies.
Ensures that patient care providers utilize supplies appropriately. Identifies and investigates utilization of non-standardized products. Raises awareness of non-standard/non-compliant use of clinical devices. Benchmarks utilization standards.
Ensures that thorough market research, financial analysis, revenue impact assessment and consultation with appropriate clinical staff are conducted.
Partners closely with other Sourcing/Contracting team members (Category Managers, Strategic Sourcing Managers, etc.) to evaluate and manage supply conversion opportunities across the CHOP enterprise.
Develops clinical acceptance criteria/evaluation criteria with patient care providers.
Ensures that requests for new devices meet clinical, safety, and financial goals of the organization. Elevates requests that do not meet these goals to senior clinical and administrative leadership.
Provides education to CHOP community on the Value Analysis Program and concepts for both clinical and non-clinical initiatives and projects.
Provides management oversight for product evaluations/trials assuring that measurable, pre-defined criteria is used for product evaluations and selection decisions.
Conducts financial analysis and cost modeling for initiatives. Develops and reports metrics and financial impact of initiatives. Utilizes available tools (Business Objects, Spend Analytics, etc.) for decision support activities such as product/utilization standardization.
Establishes approved product substitutions with patient care providers and suppliers. Works with Supply Chain technology staff to document in ERP system.
Provides management oversight for product recalls that meet regulatory agency requirements. Maintains and updates related policies.
Reviews data on defective products and identifies and reports trends to appropriate committees on a regular basis. Leads ad hoc work groups related to product safety in conjunction with clinical and safety leaders.
