Scotiabank's Procurement function is at a pivotal moment — driving strategic value, commercial discipline, and innovation as the Bank accelerates its digital and AI transformation. As Senior Manager, Technology Sourcing, you'll lead high-impact sourcing strategies across some of the Bank's most complex and fastest-evolving technology categories. You'll partner with Technology, Risk, Legal, Finance, and senior business leaders to unlock enterprise value across SaaS, cloud & hyperscalers, infrastructure, software, networks. This is a role for a commercially sharp procurement leader who thrives on solving complex problems, influencing spend decisions, and delivering measurable outcomes beyond savings.

Requirements

  • Bachelor's degree in Business, Supply Chain, Finance, or related; CPSM, CIPS, or equivalent is preferred.
  • 5–10+ years of progressive experience in strategic sourcing, category management, or supplier management — with meaningful exposure to technology categories.
  • Deep familiarity with SaaS pricing models, cloud consumption economics, software licensing (perpetual, subscription, token-based), and MSA/SOW constructs.
  • Strong commercial acumen and negotiation capability, backed by data-driven recommendations.
  • Proven ability to influence senior stakeholders (VP/SVP) and lead cross-functional teams through ambiguity.
  • Hands-on with spend analytics, supplier segmentation, TCO modelling, and benchmarking .
  • Understanding of third-party risk and regulatory expectations in financial services (or another regulated environment) is an asset.
  • Familiarity with e-sourcing, CLM, and supplier management platforms.

Responsibilities

  • Lead end-to-end sourcing for enterprise technology categories from opportunity assessment and market intelligence through negotiation, contracting, and benefits realization.
  • Build category strategies across SaaS, cloud, software licensing, infrastructure, and telecom anchored in spend analysis, supplier capability, and market trends.
  • Design and run competitive events (RFI/RFP/RFQ), including evaluation frameworks, shortlisting, negotiation strategy, and award recommendations.
  • Negotiate commercially strong agreements balancing TCO, consumption vs. subscription models, service levels, flexibility, exit rights, and long-term business needs.
  • Optimize the existing portfolio: identify renewal, consolidation, license rationalization, and vendor rationalization opportunities.
  • Partner with Third-Party Risk, Legal, Compliance, and Finance to ensure alignment with policy, regulatory expectations, and the Bank's risk appetite.
  • Manage strategic supplier relationships — performance, escalations, executive engagement, and continuous improvement.
  • Track and report pipeline, benefits, milestones, and commitments with discipline and transparency.
  • Act as a trusted advisor to Technology stakeholders and an escalation point on commercial and supplier matters with enterprise impact.
  • Understand how the Bank’s risk appetite, risk culture and risk policies & processes should be considered/adhered to in day-to-day activities and decisions.
  • Create an environment in which his/her team pursues effective and efficient operations of his/her respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Guidelines for Business Conduct.
