Senior Manager, Supply Chain Management (Onsite - Fort Wayne, IN)
About The Position
This role is for a subject matter expert with in-depth knowledge of project management and the Supply Chain acquisition process, from proposal to program award and execution. The position involves analyzing markets, strategic sourcing, and managing Business Unit cost, schedule, and technical performance to meet L3Harris and Customer objectives, including on-time delivery, quality, and affordability. The role supports product development, assesses project issues, and develops resolutions. It requires a strong understanding of baseline centric execution and Change Management, including reviewing project status, budgets, forecasts, and EVMS, and preparing status reports. Developing and maintaining strategic supplier relationships is key to achieving sales, orders, and profit goals. The role also involves managing cross-functional relationships to integrate the supply chain team into program development and execution, leading and developing a diverse team of Supply Chain Professionals, and driving supply chain transformation and improvement projects. The individual must have functional and operational experience in Supply Chain Management and Operations, using hands-on, cross-functional approaches to identify pain points and drive improvements, with the acumen to drive best-in-class supply chain processes and efficiencies. Responsibilities include staffing, recruiting, training, talent development, engagement, and retention. Negotiation expertise is required for drafting and negotiating contract vehicles. The role involves establishing and managing major contractual milestones, analyzing supplier capacity and capabilities, and ensuring adequate line fill and inventory optimization. Innovation is needed to develop solutions to complex problems, identify areas for supplier performance improvement and cost reduction, and initiate corrective actions. The position requires providing timely and accurate Supply Chain status updates to management and customers.
Requirements
- Bachelor's degree with a minimum of 12 years of prior related experience, OR Graduate degree with a minimum of 10 years of prior related experience. In lieu of a degree, minimum of 16 years of prior related experience.
- Requires 5 years of Supply Chain experience.
- Requires 5 years of Subcontracts experience.
- Requires 2 years of experience with EVMS.
- Requires 3 years of experience with A&D.
- Requires 3 years of experience with Leadership.
- Ability to obtain US Government security clearance.
- Motivated self-starter well versed in the overall Supply Chain Process Flow and managing Business Unit performance in the areas of technical scope, schedule, and cost.
- Apply expertise in managing complex subcontracts, including hardware, software, complex services subcontracts, and follow-on/production subcontracts.
- Must be able to communicate effectively with a wide array of professional levels and functions.
- Ability to work as an effective leader, while maintaining a “team” mentality in a fast-paced, changing environment.
- Provide input on talent and performance management decisions for team.
- Ability to navigate FAR/DFARS regulations and internal procedures for compliance.

Responsibilities
- Lead all aspects of the Supply Chain acquisition process from proposal stage through Program award and execution.
- Analyze markets and perform strategic sourcing to align with business goals.
- Manage Business Unit cost, schedule, and technical performance, ensuring L3Harris and Customer objectives are achieved.
- Determine feasibility of material, components, specifications, or requirements and support product development activities.
- Develop, maintain, and manage strategic relationships with suppliers.
- Manage cross-functional relationships to integrate the supply chain team into program development and execution.
- Lead, motivate, and develop a diverse team of Supply Chain Professionals.
- Develop, drive, and execute supply chain transformation and improvement projects.
- Staff, recruit, train, develop talent, and manage engagement & retention of employees.
- Negotiate contract vehicles including Subcontracts, Letter Subcontracts, Teaming Agreements, Non-Disclosure Agreements and Sole Source Agreements.
- Establish & manage major contractual milestones and analyze supplier capacity and capabilities.
- Ensure supplier ability to supply parts with on-going adjustment of material flow for adequate line fill and inventory optimization.
- Apply ingenuity and innovation to develop and implement solutions to complex problems and identify areas for supplier performance improvement and cost reduction.
- Initiate corrective action measures when necessary.
- Provide timely and accurate Supply Chain status appropriate to various levels of L3Harris Management and external customers.
- Lead, direct, and review the work of direct report(s) to maintain workflow and productivity and ensure weekly objectives are achieved.
- Manage department and program budgets and support explanation of variances in monthly performance.
- Support Small Business initiatives.
- Generate spending plans, payment forecasts, and variance reports.
- Follow strategic direction set by Program and functional leadership.
