About The Position

Presidio is seeking a Senior Manager to join our State, Local, and Education (SLED) Contracts and Compliance Team. Our team focuses on contract compliance and enablement. We are looking for a leader who possesses public sector contracting experience with the ability to act as a contracts liaison among sales account team members, public procurement offices, and information technology (IT) buyers. It is our role to help all teams act with transparency and accountability in mind. Our ideal candidate will be located in the central or eastern United States as they would be the supervisory lead for our team of East Contract Managers.

Requirements

  • Demonstrated experience working with cooperative or statewide contracts.
  • Demonstrated proficiency with MS Outlook, Word, Excel, PowerPoint, OneDrive and Sharepoint.
  • Excellent spoken, written communication, interpersonal, and relationship building skills.
  • Familiarity with managing all aspects of the contract lifecycle.
  • Demonstrated ability to work collaboratively with teams in a demanding executive-level work environment.
  • Undergraduate degree, preferably in Business, Economics, Finance, Political Science, Public Administration, or related field.
  • Must be legally authorized to work in the United States.

Nice To Haves

  • 5+ years of managing a portfolio of state, local, and education contracts.
  • Supervisory experience
  • NCMA Certification.
  • Experience with risk management and insurance requirements.
  • Relevant or IT related experience with customers in the general designated region.
  • Understanding of key legal concepts including indemnity, liability, privacy, security, and technology licensing.

Responsibilities

  • Lead Regional Contract Managers in the East as part of a larger National SLED Team. This is a working-level manager position that will be leading a portfolio of contracts as well as leading other Contract Managers who manage their own regional portfolio of contracts.
  • Provide leadership, subject matter expertise, and oversight to Sales Account Teams, Sales Operations, and Sales Leadership.
  • Provide daily contract management support using a variety of contract management and tracking systems and tools including Microsoft Teams, OneDrive, and Cisco Webex.
  • Conduct comprehensive reviews of SLED contracts and solicitations (RFP, RFQ, RFB) and terms and conditions to identify, mitigate, and eliminate unusual risks, non-standard terms, liabilities, and remedies in accordance with Presidio Legal and corporate policies.
  • Develop, recommend, and execute contract and subcontracting strategies.
  • Identify, negotiate, execute, and administer complex and/or non-standard government contracts, including administration of subcontractor flow downs, change orders, inspection, acceptance, payment, warranty, contract reporting, fee payment (if applicable), statutory requirements, contract close-out and records retention.
  • Leverage cross-functional relationships with internal stakeholders including Legal, Human Resources, IT Security, Proposal Team, Capture Team, Finance Team, Business Development Teams, and Business Unit Leadership to meet business goals.
  • Advise on any relevant and applicable Federal, State and Local contract and bidding regulations, policies, and procedures in assigned region.
  • Maintain contract record in accordance with all required regulations and support all Government mandated contractual reporting requirements.
  • Train Sales Account Teams and internal stakeholders on use of SLED contracts.
  • Manage, mitigate, and/or escalate disputes through dispute resolution processes.
  • Support the resolution of payment-related problems.
  • Complete company Representations & Certifications for solicitations (RFP, RFQ, RFB).
  • Perform internal audits to promote consistency and compliance across the contract portfolio.
  • As a leader be the point of escalation and backup to the East Contract Managers reporting to you.
  • Enable growth and utilization on cooperative agreements, subcontracts, and contracts within assigned region.
  • Responsible for monitoring and maintaining relevant original hardware manufacturer (OEM) brands on cooperative contracts, where applicable.
  • Responsible for identifying and initiating requests for equitable price adjustment on cooperative contracts, where applicable.
  • Responsible for identifying contractual gaps in products or services delivery for a particularly region or business unit.
  • Responsible for contract data and its accuracy and assist in report preparation, as needed.
  • Participate in continuous process improvements by identifying, developing. and implementing new contracts policies and processes.
  • Present contracts compliance and enablement information virtually and in-person to a variety of audiences.
  • Meet directly with, collaborate with, and lead discussions with sales management and leadership as it relates to strategic contracting opportunities and the most effective and efficient ways to utilize existing contracts.
