About The Position

The Proposal Manager will work closely with Capture Teams and facilitate the development and production of Collins Aerospace’s responses to customer requests for information, proposals, and other customer-requested responses to support our pursuit of new opportunities. This role requires a thorough understanding of the business development and program lifecycles and hands-on experience working within the proposal planning, development, and post-submission phases. The manager will ensure senior management commitment to and appropriate resources for all capture and proposal efforts, and provide Capture Center leadership with timely, concise, and appropriately detailed updates on pursuit status, highlighting key milestones, risks, issues, decisions, and actions requiring leadership awareness or intervention. The role involves driving the Capture Team at each step in the proposal development process to apply critical thinking and pose insightful questions to guide the team to better-defined messaging for the proposal. The manager will coordinate the activities of proposal volume leaders and numerous authors to produce high-quality, winning proposals while meeting stringent schedule requirements. Leadership skills that challenge the team's problem-solver and take ownership, as well as breadth of experience to coach teams using lessons learned and mentoring/coaching experience with peers and external customers are essential. The role requires facilitating team assignments to align with proposal schedule, including proposal development as well as reviews (Pink, Red, and Gold Team reviews), ensuring requests are appropriately supported; job skills that exhibit an ability to work under pressure and to challenging deadlines. The manager will participate as an independent proposal evaluator in all major proposal reviews. The role leads the proposal process with tasks such as creation and review of proposal outline to ensure compliance and responsiveness, scheduling and running proposal kick-off meetings, leading storyboarding sessions, workshops, and key review meetings. The manager will coach content owners/subject matter experts in persuasive writing and proposal best practices focusing on compliance, responsiveness, flow, and messaging. Responsibilities include final document review, document production, and delivery of completed proposal. Leading color reviews involves scheduling review meetings; document preparation; configuration and administration of review tools, coordinating all input outputs from the review meetings; assisting in the development of the review team information packet; and distribution of materials as required. The manager ensures delivery of compliant, complete, responsive and compelling, professionally produced proposals within customer-defined timeframes and serves as an escalation point for issues impacting success. This includes coordinating facilities, such as green room scheduling, coordination of audio/video resources, establishment of information technology resources, and training proposal team members in the use of toolsets and proposal procedures. The manager will challenge the capture team when they are off course, drive and ensure the necessary course corrections are implemented at the team and individual level to avoid re-work. Advanced desktop publishing skills are required, including complex manipulation of proposal documents, positioning of text and graphic elements, formatting properties, performing quality checks for document errors, coordination of graphics workflow, and the use and knowledge of Microsoft Office macro. The role champions change and drives continuous improvements to the proposal process and procedures. Proven skills in technical and persuasive writing, editing, and publishing proposal content within a complex business environment are necessary. The position requires a results-driven leader with a record of motivating and energizing teams to successfully accomplish a complete/compliant proposal and on-time.

Requirements

  • University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience.
  • The ability to obtain and maintain a U.S. government issued security clearance is required.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
  • Active and existing security clearance required after day 1.
  • Demonstrated hands-on proposal management experience in successfully leading large complex proposals through planning, development, and post-submission phases.
  • Advanced desktop publishing, including complex manipulation of proposal documents, including the positioning of text and graphic elements, formatting properties such as the size and style of type, column width, and spacing; performing quality checks for document errors; coordination of graphics workflow, and the use and knowledge of Microsoft Office macro.
  • Proven skills in technical and persuasive writing, editing, and publishing proposal content within a complex business environment.
