About The Position

The Senior Manager, Payroll, Finance Shared Services reports to the Director, Finance Shared Services and is responsible to manage, direct and control the delivery of the Company's in-house payroll in a timely and accurate manner as well as identify, propose, and implement initiatives to make the payroll function more effective and efficient. This position requires someone with proven problem solving and organizational skills along with a strong attention to detail to operate with a high sense of urgency in a fast-paced environment.

Requirements

  • A minimum of 10 years demonstrated payroll management experience in a complex, high volume payroll environment (3000+ employees)
  • Demonstrated knowledge of collective agreements as well as applicable legislation and regulation
  • Advanced knowledge of Federal and Provincial legislation
  • Ability to handle multiple priorities concurrently.
  • Proven leader and change agent.
  • Flexibility to contribute over and above required work schedules.
  • JD Edwards, or another large ERP system is required.
  • Must have multi-union, multi-site, and multi-province experience.
  • Certified Payroll Manager designation from the National Payroll Institute a minimum of Payroll Compliance Practitioner (PCP) required.

Nice To Haves

  • Background in construction or related industry is preferred
  • Completion of an accredited accounting program (CA. CGA, or CMA) considered an asset.
  • US Payroll experience would be considered an asset.

Responsibilities

  • Responsible for managing the daily operations of the payroll department including anticipating future requirements, hiring, coaching, mentoring, developing, and leading the payroll team.
  • Provide leadership, expertise, and guidance on payroll related issues to other departments including operations, finance, and HR in a timely manner and in compliance with all government legislation while adhering to various collective agreements.
  • Ensure timely and accurate processing of high volume, complex multi province, both union and nonunion, weekly and bi-weekly payrolls, including incentives, special payments, garnishments, benefits and taxes while ensuring that all deadlines are met.
  • Process all remittances relating to payroll including disbursements to benefit carriers, pensions, unions, tax authorities, and worker's compensation ensuring compliance with federal and provincial legislation and collective agreements.
  • Checking and auditing all payrolls, ensuring legislative requirements are met.
  • Analyze current payroll workflow processes across the entire organization with the objective to make recommendations for improvement of the processes and identifying synergy opportunities.
  • Focus on continuous improvement of the payroll function across the organization.
  • Provide support to ERP in reviewing JDE payroll process guides and documentation for regionally specific customization to maintain payroll process manuals as needed and ensure compliance with all internal controls.
  • Responsible to liaison with relevant government agencies, financial auditors, and various union administrators.
  • Review payroll team’s updates and maintenance of burden rate sheets for unions and jurisdictions based on management, regional controllers, and corporate expectations/direction of company burdens to be applied.
  • Oversee the preparation and reconciliation of the year end process including T4s, RL1 and annual returns for WCB and EHT with the support of ERP.
  • Accurate and confidential maintenance of payroll records, files and reports.
  • End to end processing of confidential Executive payroll.
  • Other adhoc payroll related projects.
