About The Position

The Senior Manager of Human Resources leads the organization’s HR function, managing the daily activities of the Manager, HR and partnering with senior leadership to build a compliant, high-performing, and engaging workplace. Reporting to the Director of Operations, with close collaboration with the CEO, this role oversees talent strategy, employee relations, HR policies, compensation and benefits, performance management, and organizational development for our team of ~65-70 employees in a hybrid work environment. This role will supervise the HR team, build infrastructure for a scalable team, and be hands-on when needed.

Requirements

  • Bachelor’s degree in Human Resources, Business, Psychology, or a related field.
  • 8 - 10 years of progressively responsible HR experience, including at least 3 years supervising professional staff.
  • Strong knowledge of employment law, employee relations, compensation, benefits, and HR best practices. (Multistate knowledge considered a bonus.)
  • Proven ability to manage complex, sensitive issues with sound judgment and discretion.
  • Ability to lead multiple priorities in a fast-paced, mission-driven environment.
  • Excellent communication, collaboration, and analytical skills.
  • Hybrid role with the ability to be in the Sunnyvale office 3+ day per week.
  • Occasionally needed for Monthly Board Meetings – second Wednesday of the month; approximately 5:30 – 10:00 pm.
  • Required attendance for company Quarterly-In-Person-Days
  • Valid California Class C driver’s license required.
  • Ability to perform standard office-based physical activities with reasonable accommodations.

Nice To Haves

  • Experience in public sector, utilities, or Community Choice Aggregation programs preferred.
  • SPHR or SHRM-SCP preferred.
  • System experience with Paylocity, Employee Navigator, Airbase, and Monday.com preferred.
  • Past hands-on experience with building out a full Human Capital Management / Human Resources Information System.

Responsibilities

  • Partner with executive leadership to align HR strategy with organizational goals, growth, and culture.
  • Support Leaders in fostering and maintaining a positive, inclusive, and engaging hybrid work culture that supports retention and performance.
  • Contribute to organizational strategic and workforce planning.
  • Lead the development, implementation, and administration of HR policies, procedures, and programs in compliance with state and federal employment laws.
  • Oversee employee relations matters, including investigations and issue resolution, escalating to leadership or legal counsel as appropriate.
  • Maintain and update the Employee Handbook and HR Standards and Policies.
  • Maintain and standardize HR records and files.
  • Oversee recruitment and hiring processes, supporting leaders with workforce planning, job design, and candidate selection.
  • Ensure consistent, timely performance management, goal-setting, and feedback processes.
  • Support professional development, training, and employee engagement initiatives.
  • Oversee compensation structures, salary benchmarking, and annual salary planning.
  • Manage benefits administration, payroll coordination, and vendor relationships.
  • Lead risk management programs including workers’ compensation, safety, and wellness initiatives.
  • Supervise the HR Manager and coordinate work with external consultants as needed.
  • Develop and manage the HR budget; review and approve HR-related invoices.
  • Evaluate and recommend improvements to HR systems and technologies for using experience and administrative tasks.
