About The Position

This is a highly responsible management-level position within the Redevelopment Authority, with supervisory and administrative responsibilities. The incumbent serves as the Senior Manager for Real Estate Development Operations and Management Division, and is responsible for the management and oversight of major redevelopment initiatives, community development programs, and complex real estate development projects on behalf of the Agency. The incumbent coordinates redevelopment activities with federal, state, and local government agencies, private developers, financial institutions, nonprofit organizations, and community stakeholders. Responsibilities include managing redevelopment programs, overseeing development projects from planning through implementation, administering grant-funded initiatives, directing procurement and solicitation processes, negotiating development-related agreements, and ensuring compliance with applicable regulations and funding requirements. Work requires a high degree of independent judgment, leadership, creativity, and the ability to successfully manage multiple complex projects simultaneously while advancing the Redevelopment Authority’s mission and redevelopment objectives. The incumbent plays a key role by assisting the RDA Executive Director with strategic planning and agency goal setting, project and program design, budgeting, staffing, program and project evaluation, compliance, and stakeholder relations. All work is complex and multifaceted, requiring excellent problem-solving, creativity, and the ability to work with multiple agencies and stakeholders. Work performance for all duties of the position is evaluated based on the achievement of departmental goals and objectives, with respect to the timely and successful completion of assigned tasks and duties.

Requirements

  • Master's degree in Business or Public Administration, Real Estate Development, Urban Planning, Economic Development, Community Development or related field.
  • Five (5) years of related work experience with three (3) years in a managerial capacity.
  • Possess and maintain a current driver's license.
  • Meet all training and performance standards and demonstrate proficiency as required by the agency.
  • Wear and use agency protective apparel and equipment in the performance of their assigned duties, if applicable.
  • Successfully pass preemployment checks which may include reference checks, background investigations, and drug screenings, where applicable.
  • Be willing and able to serve as an essential employee. Essential employees are expected to report during standard or non-standard hours as operations necessitate, or during emergencies. Essential employees are expected to report or remain at work when other County employees are granted Administrative Leave.
  • Applicants who are selected for employment will be required to provide and verify authorization to work in the United States without sponsorship.

  • Ability to describe observations, state arguments, and propose recommendations clearly, accurately, and concisely, both orally and in writing.

Responsibilities

  • Provides leadership, oversight, and management for Redevelopment Authority redevelopment initiatives, community development programs, and strategic projects.
  • Directs the strategic planning, implementation, and administration of redevelopment, revitalization, infill development, and economic development projects.
  • Coordinates project activities with County agencies, state and federal partners, private developers, financial institutions, nonprofit organizations, and community stakeholders.
  • Develops and monitors program and project budgets, performance measures, schedules, and implementation strategies.
  • Oversees and implements procurement activities, including Requests for Proposals (RFPs), Requests for Qualifications (RFQs), solicitation evaluations, contract negotiations, and consultant selection processes.
  • Ensures compliance with federal, state, local, and funding source requirements, including applicable HUD and Maryland Department of Housing and Community Development regulations.
  • Establishes and maintains strategic partnerships necessary to advance redevelopment and community revitalization objectives.
  • Assists the Executive Director in developing agency policies, operational priorities, strategic initiatives, and redevelopment goals.
  • Research redevelopment laws, financing mechanisms, and economic development tools to support project implementation and policy development.
  • Analyzes project performance, identifies challenges, and implements corrective actions to ensure successful project delivery.
  • Represents the Redevelopment Authority before elected officials, government agencies, community organizations, development partners, and public stakeholders.
  • Prepares reports, presentations, recommendations, and correspondence related to redevelopment initiatives, agency operations, and project performance.
  • Assists the Redevelopment Authority in the development of comprehensive long and short-range strategies designed to achieve the goals and objectives of redevelopment projects.
  • Plans, directs, and continually evaluates the work of employees, professionals, and supervisors, engaged in a variety of assignments related to the development of budgets, information technology, audits and accounting techniques, as well as program operations.
