About The Position

The Educator Advancement and IHE Partnerships position serves as the pivotal leader in fostering and enhancing collaborative relationships between the school system and Institutes of Higher Education (IHE). This role is essential in preparing pre-service teacher candidates and supporting current educators in obtaining advanced degrees and certifications. The incumbent will innovate, create, and coordinate diverse learning opportunities and professional advancement programs. Additionally, they will oversee the Professional Development Schools (PDS) Program, manage the New Administrator Induction programs, and ensure all initiatives align with the system's goals of creating equitable and engaging educational environments. The role also includes the management of academic specialists responsible for designing and implementing professional learning for teachers, educators, and other employee groups throughout the district. This role demands a high level of innovation, strategic planning, and collaboration to strengthen educational partnerships and professional development programs.

Requirements

  • Bachelor's Degree in related field of education from a regionally accredited college or university required
  • Master's Degree in related field of education from a regionally accredited college or university preferred
  • Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.
  • Seven (7) years successful classroom teaching experience required
  • Five (5) years management experience required
  • Two (2) years Program and/or people management experience preferred
  • Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.
  • Experience in planning, and facilitating professional development activities at the school and/or district level.
  • Experience with strategic planning and/or school improvement planning.
  • In-depth knowledge of instructional practices, pedagogy, and the AACPS Teaching and Learning Cycle.
  • Demonstrated proficiency in using Social Media and Brightspace D2L.
  • Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing, Microsoft Office Suite -Word, Excel, Outlook, and/or Power Point preferred).
  • Excellent organizational, oral and written communication, and interpersonal skills and the ability to collaborate with administrators, professional colleagues, staff, students, parents, and the public.
  • Knowledge of the Professional Learning Standards as indicated by Learning Forward and adult learning theory, teaching methods and techniques for teaching the adult learner.
  • Knowledge of Maryland Higher Education Commission policies for Maryland public and private colleges and universities and Maryland Approved Alternative Preparation Programs.
  • Knowledge of state teacher education program standards as well as NCATE/CAEP standards.
  • Demonstrated ability to effectively work and communicate with diverse populations.
  • Hold or be eligible for Educator Certification: Advanced Professional Certificate (APC) issued by Maryland State Department of Education (MSDE) preferred.
  • Hold or be eligible for Driver's License (DL) Class C Non-Commercial issued by Maryland or State of Legal Residence (MVA/DMV) required.
  • Daily access to reliable transportation.
  • Driving is required to conduct bona fide Board business that is within the scope of employment in this position.

Responsibilities

  • Strengthen Partnerships: Lead efforts to enhance collaboration between the school system and IHEs, facilitating interactions among partners, PDS principals, and site coordinators to cultivate impactful educational programs.
  • Professional Development: Design, deliver, and evaluate professional development programs, ensuring staff are well-equipped to support pre-service teachers, colleagues, and students effectively.
  • Intern Placement and Support: Oversee the placement, onboarding, and ongoing support of pre-service teaching candidates and interns from other school system offices, ensuring a comprehensive and supportive learning experience.
  • Collaborative Networks: Actively participate in the MD PDS Network and IHE-specific councils to strengthen partnerships, identify opportunities for mutual benefit, and align program objectives with broader educational goals. Work closely with network superintendents to respond to real-time and data-based needs as determined by school improvement plans.
  • Liaison Role: Serve as the primary liaison between the school system, individual schools, and IHEs. Resolve issues related to the PDS, graduate programs, and other collaborative initiatives.
  • Alignment of Development Programs: Work with the Right Start Advisor leadership team to align professional development offerings for student interns with those provided to new teachers, ensuring a seamless transition from intern to professional educator.
  • Program Development and Management: Identify, develop, and manage bachelor's, advanced degree, certificate programs, and other internal leadership induction programs that address the system's needs. Evaluate and refine existing programs to ensure they meet current educational standards and requirements.
  • Resource Navigation Support: Assist employees in navigating available resources for advanced degree and certificate programs, including hosting information sessions, creating informative materials, and addressing queries related to tuition reimbursement and direct billing.
  • Proposal and Initiative Leadership: Develop and respond to proposals aimed at establishing or enhancing educational initiatives. Lead some Maryland Blueprint initiatives, manage Title II funding for PDS and RTC programs, and oversee direct billing processes for advanced degree and certificate cohorts.
  • Performs other related duties as assigned within the same classification or lower.
