About The Position

The Delivery Support Services team is the operational hub for day-to-day PMO execution within the CMS Medicare Systems Solutions (CMSS) portfolio, supporting FISS, MCS, DME, CWF, and Crosscutting programs. The Senior Manager, in partnership with the Manager, ensures consistent, disciplined operation of all delivery support functions, including financial management, compliance, reporting, risk management, quality assurance, documentation, and workforce operations. In this role, the Senior Manager applies knowledge of key business drivers and the factors that maximize performance across multiple teams, leading the delivery support functions in partnership with program teams across the portfolio to achieve CMS objectives. The Senior Manager identifies and solves complex operational and organizational problems, leveraging resources within and outside the department, and persuades managers and senior leaders to take action while negotiating with external partners and stakeholders as needed. The Senior Manager develops departmental plans, sets priorities, and allocates resources to align with organizational objectives and the annual plan. This role carries accountability for department-level results and supports the prioritization of projects, services, and capabilities across the CMSS portfolio. The Senior Manager provides enterprise-level governance and delivery oversight across FISS, MCS, DME, CWF, and Crosscutting programs, and together with the Manager, builds and operates the integrated delivery infrastructure that enables Peraton to meet its commitments to CMS and Medicare beneficiaries.

Requirements

12+ years of progressive program/project management experience, including supervisory or management experience.
Proven experience in federal contract financial management and Earned Value Management.
Demonstrated ability to lead multiple cross-functional teams and influence senior stakeholders and external partners.
Experience managing complex programs and Agile/hybrid delivery environments.
Demonstrated ability to develop departmental plans, set priorities, and allocate resources to meet organizational objectives.
Active Public Trust required.

Nice To Haves

CMS, Medicare, or federal health IT experience preferred.
Bachelor's degree
PMI-ACP, SAFe, or related Agile certification.
Experience with CMS Medicare systems (FISS, MCS, DME, CWF).
Familiarity with CMS deliverable and reporting requirements.
Demonstrated financial management expertise, including forecasting, budgeting, analysis, and cost control.

Responsibilities

Executes the program management framework and ensures daily adherence across all Delivery Support Services sub-functions.
Serves as the alter ego and backup to Program Managers when required, maintaining operational continuity and escalation pathways.
Identifies and implements AI-enabled efficiencies and process improvements.
Develops and maintains program management standards, templates, and processes aligned with PMI standards, CMS expectations, and industry best practices.
Monitors the integrated master schedule and surfaces deviations or risks requiring leadership attention.
Leads daily financial activities including budgeting, forecasting, cost variance analysis, and preparation of EVM deliverables.
Coordinates with finance and contract teams to ensure accuracy and timely submission of required artifacts.
Manages deliverable tracking, status reporting, compliance documentation, and internal adherence reviews.
Develops and maintains the portfolio risk register, leads enterprise risk review cadences, and communicates and escalates threats to schedule, cost, or quality.
Oversees day-to-day quality assurance, ensuring process compliance in coordination with Delivery Managers, Test Engineering teams, and enterprise leaders.
Partners with Delivery Managers, Scrum Masters, the Blacksburg Director, CMSS leaders, and PMs to anticipate and meet staffing needs.
Leads solutioning for performance management, onboarding, offboarding, training research and delivery, mentoring programs, succession planning, and talent development across the portfolio.
Oversees documentation management, ensuring proper creation, maintenance, versioning, storage, and adherence to standards.
With the Manager, directly supervises the Delivery Support Services team and supports their professional development.
