About The Position

The Sr. Manager of CASS and SMS has overall responsibility for Continuing Analysis and Surveillance System (CASS) and Tech Ops Safety Management System (SMS) programs. This position serves to advance the maturity of the SMS within Tech Ops through planning, direction, training, and oversight, and increase management’s decision-making effectiveness related to improving human performance by ensuring CASS’s tracking of Continuous Airworthiness Maintenance Program (CAMP) elements provides the appropriate data, context, performance metrics, trends, goals, and corrective actions, in a clear and concise format.

Requirements

  • Required five (5+) years of SMS experience
  • Required – FAA Safety Management Experience

Nice To Haves

  • Preferred five (5+) years aircraft maintenance and or engineering experience
  • Preferred five (5+) years of project management experience
  • Preferred – College degree in Aviation Management or Aviation Safety
  • Required – Understanding of AC 120-79
  • Required – Understanding of Operations Specifications D074 and D072
  • Preferred – Six Sigma Greenbelt or above

Responsibilities

  • Manage development and implementation of SMS in accordance with 14 CFR Part 5 and when appropriate, the guidance contained in Advisory Circular (AC) 120-92 as revised
  • Strategic and tactical planning for the development and implementation of the Tech Ops safety risk profile, to enhance management’s perspective of the operational landscape and aid in effective decision-making
  • Ensure regular convening of the Tech Ops Safety Action Group and Data Analysis Group, as required by the GMM
  • Maintain Technical Operational leadership’s awareness of hazards and risk within the operation
  • Administer SMS documentation standards that promote up-to-date, single source, system-centric records
  • Strengthen team members’ SMS process facilitation proficiency through training and supervision
  • Increase and maintain Tech Ops personnel’s System Assessment and Safety Risk Management proficiency levels
  • Ensure the accomplishment and quality of System Assessments and Safety Risk Assessments through training, process facilitation, documentation reviews/feedback, and Risk Control verifications of effectiveness
  • Manage the incorporation of Tech Ops Safety Assurance inputs into SMS (such as: VDRP’s, regulatory findings, negative performance trends…etc.)
  • Enhance the safety culture through SMS training and safety communication and promotion
  • Interfaces with Safety department by representing Technical Operations
  • Ensure CASS complies with 14 CFR 121.373, and when appropriate, the guidance contained in Advisor Circular AC 120-79 as revised
  • Collaborate with affected departments to establish the necessary context, data collection, metric(s), and goal(s) that will provide the CASS board with the information and awareness required to drive effective change
  • Develop reliable, accurate and efficient methods for data collection and reporting, harnessing automation when feasible
  • Manage the tracking and regular status updates of corrective actions for performance issues/trends
  • Host monthly CASS Board meetings in which the presentation: Tracks and trends unacceptable performance in the execution of the maintenance program in accordance with Frontier’s manuals, Provides a collaborative forum for corrective action development, Reports on corrective action progress and effectiveness
  • Maintain a file system to store and archive data collected and used in CASS
  • Manage daily staffing to ensure department deliverables are completed on time
  • Provide direction, training, and supervision to the CASS staff
  • Maintain positive and proactive relations with Employees, Leaders, and Executive Leaders.
  • Ensure that Tech Ops personnel, including this position, are properly trained and qualified to perform their assigned SMS and CASS functions
  • In departments without Supervisors, ensure that personnel within the department including themselves, are properly trained, qualified, and that they are current to perform assigned tasks.
  • Maintain familiarization with the training requirements necessary as defined in the GMM 100.03 and ensure training is current prior to performing the functions and tasks of this position.
  • Authorized to develop, implement, and administer both CASS and Maintenance specific SMS processes, procedures, tools, and training (when coordinated with MX Training).
  • Authorized to convene and facilitate: Assessment Meetings, Safety Action Group Meetings, Data Analysis Group Meetings, Emergency Safety Action Group / Data Analysis Group Meetings, CASS Board Meetings, CASS Action Item Meetings
