Senior Manager, Bus Systems

LA28 (Web)•Los Angeles, CA
•$105,000 - $140,000

About The Position

The Senior Manager, Bus Systems is a critical member of the LA28 Bus Operations team, responsible for planning, executing, and managing Games-time bus services for Olympic and Paralympic Games stakeholders. The role ensures reliable, efficient, and timely transportation across competition and non-competition venues. Reporting to the Director, Stakeholder Bus Systems, and working closely with LA28 Functional Areas and the Games Transport Program Integrator (GTPI), the Senior Manager oversees system-specific transport networks, including route planning, depot operations, vehicle allocations, and service schedules. The position collaborates with internal teams, venue transport leads, and external partners to support operational readiness and seamless delivery. During the Games, the Senior Manager leads a team and supports operational delivery within an assigned stakeholder system or geographic area. The role identifies, tracks, and coordinates resolution of dependencies across the GTPI, suppliers, venues, workforce, and internal teams. It involves regular travel between distributed venues and operational sites, including locations where public transportation may be limited. The Senior Manager translates stakeholder requirements into executable plans, monitors service performance, responds to live operational conditions, and contributes to sustainability goals through high-occupancy planning and low-emission vehicle integration. Closer to Games-time, the role will be assigned to a specific stakeholder bus system, such as TA/TF/TC/DDS/AND/MPCP.

Requirements

  • Bachelor’s degree in Transportation Planning, Urban Planning, or a related field.
  • At least 7 years of relevant experience in transportation operations or event logistics.
  • Strong background in transportation planning and operations, preferably in large-scale or multi-sport events.
  • Proven ability to manage complex logistics and coordinate with multiple stakeholders.
  • Experience in service design, bus or fleet management, and live operations.
  • Demonstrated leadership and people-management ability.
  • Ability to work across office settings and on-site operational environments, including depots, venues, and transport hubs.
  • Willingness to work flexible and extended hours, including early mornings, evenings, weekends, and holidays during peak periods.
  • Ability to travel between multiple locations to support readiness and live service delivery.
  • Ability to alternate between desk-based systems monitoring and active on-site coordination in fast-paced, high-pressure environments.
  • Comfort working outdoors in varying weather, elevated noise levels, and large crowds, and using laptops, radios, and mobile devices.
  • Collaborative, detail-oriented, proactive, and solutions-focused, with the ability to navigate ambiguity and evolving priorities.
  • Strong stakeholder management skills and ability to influence across functions and external partners.
  • Commitment to sustainability and operational excellence.

  • Ensure bus services integrate with rail, overlay transport, accessibility services, and Stakeholder Services.
  • Establish and refine planning frameworks, standards, and service-level definitions for assigned stakeholder systems.
  • Provide senior-level input on vehicle allocation, scheduling assumptions, and capacity planning.
  • Lead operational readiness programs, including simulations, test events, venue validation, and system commissioning.

  • Develop and implement contingency and disruption management frameworks.
  • Coordinate readiness across venue teams, workforce planning, fleet operations, and the GTPI.
  • Conduct or oversee site visits, depot readiness checks, and operational walkthroughs.
  • Lead a designated stakeholder-specific bus operation during the Games, managing real-time service delivery.
  • Oversee live operations, including service monitoring, disruption management, and reallocating vehicles, drivers, and depot resources.
  • Track and analyze performance measures such as on-time performance, journey times, and load factors to inform operational decisions and improvement.
  • Coordinate with the GTPI, venue transport teams, and central command functions such as TROC/MOC to resolve issues and align responses.
  • Provide operational reporting and briefings, escalating risks and advising leadership on mitigation strategies.
  • Serve as a primary interface between Transport and key stakeholder groups, defining feasible service levels and supporting consistent delivery.
  • Lead engagement with Venue Transport, Transport Stakeholder Services, LA28 Functional Areas, and external partners.
  • Translate stakeholder requirements into operationally viable solutions and drive communication across planning, readiness, and Games-time execution.
  • Oversee implementation and integration of operational systems, including GPS/AVL tracking, dispatch tools, and performance dashboards.
  • Define requirements and support data-driven reporting frameworks for performance tracking, issue identification, and executive insights.
  • Maintain accurate, structured documentation of operating plans, assumptions, and program changes.
