About The Position

The Senior Manager - Bridge Inspection Engineer will report to and collaborate with the Deputy Chief of Capital Delivery Bridge and Structures and the Bridge Inspection Unit Supervisor. The Senior Manager - Bridge Inspection Engineer is an experienced structural/bridge engineer who meets the qualifications for a NBIS inspection team leader. The primary responsibilities of this position are to maintain and administer the MBTA’s bridge inspection program in accordance with the requirements of the applicable Federal Regulations for highway, transit and commuter rail bridges. Assist as needed in the inspection of MBTA bridges and perform other inspection related engineering duties on an as needed basis. The primary purpose of this work is to perform the inspection of MBTA owned and maintained bridges and ancillary structures to ensure that they are safe for traveling public to use. The Senior Manager - Bridge Inspection Engineer will oversee the work of junior staff members and have the ability to effectively communicate with and work closely with multiple departments across the MBTA, including procurement, legal, finance/ accounting, capital delivery as well as with outside consultants.

Requirements

  • Bachelor’s degree from and accredited engineering institution in civil or structural engineering discipline, or directly related engineering discipline.
  • Five (5) years of related experience in bridge engineering and bridge inspection.
  • Two (2) years of experience at the supervisory level.
  • Registered Professional Engineer (Structural or Civil) in Massachusetts or the ability to obtain a Mass. PE within six (6) months.
  • Completion of FHWA-NHI-130055 (Safety Inspection of In-Service Bridges) or FHWA-NHI-130056 (Safety Inspection of In-Service Bridges for Professional Engineers).
  • Meets the qualifications for a NBIS inspection team leader.
  • Effective organizational, analytical, quantitative, multitasking, and time management skills.
  • Proven history of collaboration, transparency, and problem-solving skills.
  • Ability to communicate with all levels of the organization as needed.
  • Physical ability to perform field work year-round in adverse weather conditions and work around bridges, roads, rail, water, and tunnels.
  • Physical ability to carry ladders and gear, work at heights, and work in water with waders.
  • Must possess a valid driver's license.
  • Availability to work twenty-four (24) hours per day, seven (7) days per week.

Nice To Haves

  • Master’s degree from and accredited institution in a related subject.
  • Experience working in the public sector construction projects and/or transit industry.
  • Experience as a bridge inspection Team Leader / Supervisor of bridge inspectors.
  • Experience with FTA, FRA, MBTA, and MassDOT rules and regulations.
  • Knowledge and experience with Bridge Management Systems including experience using the MassDOT 4D Bridge Management System
  • Experience using Trapeze.
  • Additional FHWA/NHI Training – Non-redundant Steel Tension Members, Moveable Bridge, Tunnel, or Ancillary Structures.
  • Knowledge and experience with bridge and structures inspection programs.
  • Understanding of bridge safety inspection methods, structural behavior, deterioration characteristics of bridge materials, and bridge maintenance, repair and rehabilitation methods.
  • Knowledge and experience with Microsoft Office Suite products.
  • OSHA 10-hour Construction Safety and Health.

Responsibilities

  • Stay current with industry standards, codes, and best practices related to bridge inspection and maintenance.
  • Acts as the Assistant Bridge Inspection Unit Supervisor.
  • Assists the Deputy Chief of Capital Delivery Bridge and Structures and the Bridge Inspection Unit Supervisor in the scheduling of internal forces and Consultants of the inspections of MBTA bridges and structures.
  • Assists the Deputy Chief of Capital Delivery Bridge and Structures and the Bridge Inspection Unit Supervisor in maintaining and operating the MBTA’s Bridge Management System for all MBTA owned bridges and structures, including all information required for Federal submission, supplemental information required by MBTA policies and directives and bridge files.
  • Assists the Bridge Inspection Unit Supervisor in maintaining the inspection units’ equipment inventory and coordinating all repair and maintenance activities required to keep the equipment in good working order.
  • Assists the Bridge Inspection Unit Supervisor to maintain a file for all inspection unit personnel containing basic personnel data and titles, duties, qualifications, training, and education.
  • Coordinate with other MBTA divisions for access to the Right-of-Way.
  • Perform quality control and/or quality assurance on bridge inspection reports.
  • Have a good working knowledge of engineering principles and how they apply including ability to identify structural and hazardous issues and provide recommendations.
  • Acts as a Bridge Inspection Team Leader when required and performs all types of bridge inspections required on all types of MBTA bridges and other structures.
  • Indirectly oversee support personnel (Inspection/Engineering Team Members) including Assistant Project Managers, Project Coordinators, Resident Engineers, Construction Inspectors and other administrative personnel as assigned.
  • Ensures the quality of inspections and the preparation of inspection reports.
  • Work outdoors in diverse weather conditions, at heights, in confined spaces, over water and in close proximity to traffic.
  • Working skill in the use of various inspection tools and instruments.
  • Prepares for assigned bridge inspections by obtaining and reviewing all available plans and inspection records for structures that are to be inspected and by ensuring the availability of equipment and tools needed by all team members for each inspection assignment.
  • Drive a company or personal vehicle to visit work sites and/or attend off-site meetings.
  • Available to work all shifts and locations as assigned or directed.
  • Perform all other duties and projects that may be assigned.
