The Finance team at Clover Health is a group of strategic partners providing financial and operational insights that drive informed decision-making and efficient capital allocation. The MA Plan Actuarial Strategic Operations team serves as the operational and financial nerve center for Clover's Medicare Advantage business. Embedded within the Actuarial organization, the team combines deep business expertise with advanced analytics and AI to integrate financial, operational, and actuarial insights, monitor enterprise performance, evaluate strategic initiatives, and deliver timely recommendations that improve affordability, member outcomes, and financial performance. The Senior Manager, Actuarial Strategic Operations serves as the strategic and people leader of Clover’s MA Plan Command Center, leading a team of Actuarial and financial operations professionals responsible for governance, initiative portfolio management, financial integration, performance monitoring, and enterprise decision support across Medicare Advantage. This role partners across Finance, Actuarial, Clinical, Revenue, Pharmacy, and Operations to assess drivers of performance, align strategy, and ensure enterprise initiatives deliver expected outcomes. As a leader of the Command Center, you will champion automation and AI-enabled ways of working that enhance analytical workflows, reporting, and executive decision support. This role is accountable for the performance, development, and capacity of the Command Center team. The Senior Manager will translate enterprise priorities into clear team objectives, allocate resources across high-impact work, establish quality and execution standards, and develop the team’s financial, analytical, business partnership, and AI-enabled capabilities.

Requirements

  • Associate or Fellow of the Society of Actuaries and a Member of the American Academy of Actuaries.
  • 7-10 years of progressive experience in actuarial, healthcare finance, population health, analytics, consulting, strategy, or operations, with demonstrated success leading cross-functional initiatives and driving organizational change.
  • Experience applying AI to improve analytical workflows, operational efficiency, or business decision-making is strongly preferred.
  • Strong understanding of Medicare Advantage economics, including medical cost trends, utilization management, risk adjustment, provider reimbursement, or value-based care.
  • Experience in managed care or healthcare actuarial functions is preferred.
  • Advanced SQL and Excel skills.
  • Demonstrated experience using Python or R, business intelligence platforms, and modern AI tools (e.g., ChatGPT, Claude, Gemini, or similar) to accelerate analysis, automate workflows, and enhance decision support is strongly preferred.
  • Strong communication and executive presentation skills, with the ability to translate complex analyses into actionable business insights.
  • Demonstrated experience leading and developing senior analysts or finance professionals, including setting priorities, allocating work, providing feedback and coaching, addressing performance concerns, and building team capability.
  • Proven ability to influence senior cross-functional stakeholders, build trusted business partnerships, navigate competing priorities, and drive sustained results in a highly matrixed organization.

Responsibilities

  • Lead the MA Plan Command Center Operating Model: Set the direction and operating standards for Actuarial Strategic Operations, including governance, initiative portfolio management, prioritization, valuation, execution tracking, executive reporting, and continuous improvement of analytical and AI-enabled workflows. Translate enterprise priorities into clear team goals, allocate resources based on business impact and capacity, and ensure the team delivers timely, high-quality decision support.
  • Own Enterprise Performance Monitoring: Lead the team in developing and continuously evolving enterprise performance monitoring frameworks using leading and lagging indicators, dashboards, and KPIs. Establish analytical and quality standards, ensure consistent application across functional areas, and use performance trends to identify risks, prioritize team work, and guide leadership decisions.
  • Lead Financial Integration, AI-Enabled Analysis, and Executive Decision Support: Set the standards for integrating operational, actuarial, and financial performance into clear recommendations for executive leadership. Lead the team in adopting responsible AI-enabled analytical methods that improve speed, rigor, scalability, and decision quality while maintaining appropriate governance, data integrity, and financial discipline. Ensure analyses challenge strategic assumptions, surface material risks and opportunities, and provide actionable options that support enterprise priorities and financial objectives.
  • Drive Cross-Functional Alignment: Serve as the senior Command Center partner to leaders across Finance, Actuarial, Medical Economics, Clinical Operations, Revenue, Pharmacy, Product, and Analytics. Establish clear ownership, decision rights, and accountability across initiatives, resolve competing priorities, and ensure the team’s work is aligned with budgeting, forecasting, strategic planning, and enterprise performance objectives.
  • Scale the Command Center Capability: Lead the team in expanding automation, standardizing processes, strengthening data quality, and implementing AI-enabled solutions that improve reporting, accelerate analysis, reduce manual effort, and scale the Command Center operating model. Ensure new tools and processes are adopted, governed, documented, and sustained across the team.
  • Lead and Develop the Actuarial Strategic Operations Team: Lead, coach, and develop a team of financial operations and Actuarial professionals responsible for complex modeling, analysis, business partnership, and executive decision support. Set clear priorities and performance expectations, allocate work based on business impact and capacity, provide regular feedback and development opportunities, address performance concerns, and build the capabilities needed to support Clover’s evolving Medicare Advantage strategy.
