About The Position

CVP is seeking a Senior Management Analyst to provide support to our federal human capital client to provide expert support for the research, development, and implementation of Human Capital policy. The Senior Management Analyst will provide delivery leadership and client relationship management expertise to the team, with a strong focus on business process analysis and driving operational and organizational improvements across Human Capital programs. Additionally, they will possess the ability to produce policy briefs, accountability reports, business process assessments, and actionable recommendations for program, operational, and organizational improvements. The Senior Management Analyst will work with partner firms to ensure that the capabilities of partners are effectively integrated into project delivery and that all partners and subcontractors deliver quality work products to meet contract objectives.

Requirements

  • Ability to obtain a US Security Public Trust Clearance (U.S. Citizenship required)
  • Master of Arts/Master of Science in Human Resources, Public Administration, Political Science, or a related field
  • Minimum 10 years of professional experience ideally with experience in federal human capital or HR policy
  • Specialized experience in federal policy and accountability analysis
  • Demonstrated advanced knowledge of human capital management strategies, performance management systems, awards programs, and talent management success factors (e.g., recruitment and retention)
  • Demonstrated advanced knowledge of policy development frameworks and HR management systems to support recruitment, selection, development, training, and workforce management in accordance with merit system principles (e.g., 5 U.S.C. 2301(b)(4))
  • Detail-oriented with the ability to manage multiple priorities simultaneously
  • Proven leadership skills demonstrating strong judgment, problem-solving, and decision-making abilities
  • Strong customer relationship management and stakeholder communication skills

Nice To Haves

  • CISA, DHS, or other Federal Human Capital experience
  • Management consulting background or experience
  • Experience with change management methodologies (e.g., Prosci, Lean, Six Sigma) applied in a federal context

Responsibilities

  • Provides support for the research and development of Human Capital policy, including drafting, updating, and revising HR policies, directives, standard operating procedures (SOPs), desk guides, training materials, and reference documents.
  • Conducts business process analysis to assess the efficiency, effectiveness, and alignment of Human Capital operations, identifying gaps, redundancies, and opportunities for organizational improvement.
  • Conducts benchmarking across the federal government to identify best practices and make sound recommendations for implementation, business process improvements, and organizational redesign.
  • Provides support for remediation of the Mission Action Plan (MAP), including business process improvement initiatives and operational change management activities.
  • Leads and supports the re-engineering of business processes to improve the efficiency, effectiveness, and organizational performance of Human Capital programs and operations.
  • Develops and implements frameworks for operational and organizational improvement, translating analytical findings into practical, actionable solutions for Human Capital leadership and stakeholders.
  • Conducts accountability audits of Human Capital programs and operations, drafts accountability reports, and proposes actionable recommendations for program, operational, and organizational improvements.
  • Researches CFR Title 5, OPM regulations, and agency policies to draft or update agency-level policies and supporting materials.
  • Renders advisory services and authoritative policy interpretations to managers on the most complex human resource processes, operational challenges, and organizational issues within the directorate.
  • Develops and delivers policy briefings and training to educate the workforce on Human Capital policies, programs, business process changes, and organizational updates.
  • Applies advanced knowledge of human capital management principles and practices, including performance management systems, awards programs, talent management, and workforce planning strategies, to support continuous operational improvement.
  • Demonstrates expert ability to conduct research, analyze policy legislation, investigate options, report strategies, and propose modifications to policy manuals, agency references, and instructions with an eye toward operational feasibility and organizational impact.
