About The Position

This position performs highly complex, departmental administrative and analytical work in the areas of budget preparation and administration, fiscal management, grants administration, contracts administration, and special projects and studies. The Senior Management Analyst is the advanced journey level class of the Management Analyst series, performing highly complex departmental administrative and analytical work with significant responsibility and independent judgment. This role is distinguished from the Principal Management Analyst by supervising clerical, secretarial, and technical/paraprofessional staff, rather than professional staff. It is also distinguished from the Fiscal and Management Analyst by focusing on departmental work, whereas the latter handles City-wide responsibilities. The current vacancy is in the Department of Animal Services and will focus on city-wide high-level budget and fiscal management. The position may involve exposure to loud animal noises, odors, and pet dander. The recruitment may also be used to fill future vacancies in other departments.

Requirements

  • Three years of increasingly responsible related professional experience.
  • Training equivalent to a Bachelor's degree from an accredited college or university with major course work in public administration, business administration, finance or a related field.
  • Knowledge of principles and practices of public administration, including municipal budget preparation and administration.
  • Knowledge of principles and methods of statistical measurement, cost analysis and fiscal planning.
  • Knowledge of methods and techniques of data collection, analysis, interpretation and report preparation.
  • Knowledge of methods and techniques of statistical and financial analysis.
  • Knowledge of Federal and state laws, regulations, ordinances, codes, and regulations related to assignment.
  • Knowledge of principles and practices of public sector contract administration.
  • Knowledge of principles and practices used in grant development and administration.
  • Knowledge of policies and procedures of assigned department.
  • Knowledge of principles and practices of supervision, training and performance evaluation.
  • Knowledge of computer equipment and software applications related to assignment.

Responsibilities

  • Perform advanced level administrative, operational, research and analytical duties in support of departmental activities.
  • Perform a variety of highly complex analysis, studies and research projects including those regarding budget, finance and operational activities.
  • Research, develop and prepare highly complex departmental and program budgets.
  • Maintain and monitor appropriate budgetary controls and implement budgetary adjustments.
  • Prepare written summaries and reports, financial analysis, charts and graphic presentations associated with the budget.
  • Serve as departmental liaison to the Office of Budget and Analysis.
  • Monitor and analyze departmental revenue and expenditures.
  • Analyze and evaluate the fiscal impact of departmental activities.
  • Perform short- and long-term fiscal forecasting incorporating department goals and objectives.
  • Serve as departmental liaison to the Finance Department.
  • Review and analyze the work of departmental staff to determine the accuracy of fiscal calculations.
  • Provide assistance in resolving operational and administration issues.
  • Identify issues and conduct research to find alternative solutions.
  • Make and assist in the implementation of recommendations.
  • Conduct feasibility and cost-benefit analysis and audits.
  • Research, analyze and provide recommendations based upon findings.
  • Coordinate, implement and monitor special projects within assigned area of responsibility.
