About The Position

This is a self-directed management and consultative position which serves as the District Ombudsman Manager. The District Ombudsman Manager is a designated representative of the Office of State Long-Term Care Ombudsman Manager, or designee.

Requirements

  • Ability to interpret and apply federal, state, and local laws, regulations, and policies
  • Background in advocacy, problem-solving, consumer education, long-term care, and/or community organizing
  • Ability to work well with individuals and groups, to express ideas and information orally and in writing, to plan and implement programs and activities with minimum supervision and to make decisions with independent judgment
  • Knowledge of regulatory functions and their effects on residents in long-term care facilities and proficiency in Microsoft Office Suite and Windows 2000.
  • Bachelor’s degree or commensurate experience.
  • If selected for employment applicant will be required to become a certified Ombudsman upon time frame set by employer.
  • Travel is required. Operates own private motor vehicle for routine travel within the assigned office's planning and service area. All applicable State and local driving laws and insurance regulations must be strictly adhered to in the operation of the private vehicle while performing State business. You must possess a valid Florida driver’s license.

Responsibilities

  • Manages operational activities and processes to meet specific, measurable objectives to ensure compliance with statewide and operational goals, objectives, state and federal requirements, and internal policies and procedures including the review and approval of ombudsmen cases and assessment documentation.
  • Trains ombudsmen in collaboration with the district council chair, or designee, to fulfill all program certification and continuing education training requirements.
  • Participates in the development and implementation of volunteer recruitment and retention initiatives in collaboration with the district membership workgroup.
  • Provides consultation and assistance to volunteers, management and staff in the operation and execution of federal and state mandated responsibilities. Resolves programmatic, administrative and operational issues in consultation with program supervisors.
  • Investigates and resolves long-term care facility residents' complaints; identifies significant individual and systemic problems affecting residents problems by bringing them to the attention of appropriate public agencies; monitors and comments on the development and implementation of federal, state, and local long-term care laws and policies; obtains access to long-term care facilities and to residents' records to investigate and resolve complaints; and protects the confidentiality of residents' records, complainants' identities, and ombudsman files.
  • Serves on interdisciplinary staff teams as directed with the Agency for Health Care Administration, the Department of Children and Families, and other entities to develop optimum resolutions to related issues or barriers to quality provision of services; carries out the implementation of solutions within the program and the community.
  • Manages the ombudsman program web-based documentation system and completes documentation for submission to the National Ombudsman Reporting System. As manager of the ombudsman records, reviews and approves ombudsmen documentation.
  • Manages the district office including consultations to long-term care facility staff and private individuals, information and referral, and financial tracking.
  • Supervises staff and volunteers to ensure compliance with federal, state and program mandates.
  • Performs other duties as assigned by the State Ombudsman, or designee.
