About The Position

The Management Analyst/Data Integrity (DI) Specialist performs moderately complex professional administrative and policy analysis work. The DI Specialist provides customer support to field staff in one or more regions. Duties include developing recommendation for improvement in data integrity initiatives to support the DFPS mission, as well as assignment and maintenance of appropriate application security controls over the DFPS case management system called IMPACT (Information Management Protecting Adults and Children in Texas). The DI Specialist carries out job duties under the direction of the Data Support Manager within the Program Support Division. The DI Specialist works in conjunction with a performance management team to research, identify, and shepherd improvement solutions for one or more DFPS regions, which may include training and guidance regarding process and technology changes. The DI Specialist is also responsible for granting sufficient permissions to the IMPACT case management system, based on business need and management approval processes, while maintaining necessary controls over extremely sensitive casework documentation. Additional work responsibilities include conducting organizational studies and evaluations, designing systems and procedures, conducting work simplification studies, and preparing operations and procedures manuals to assist management in operating more efficiently and effectively of the case management system troubleshooting and problem resolution for staff in all program areas of DFPS and with community partners across one or more regions. Works under general supervision, with limited latitude for the use of initiative and independent judgment.

Requirements

  • Knowledge of local, state, and federal laws and policies relating to DFPS, and the DFPS case management system.
  • Knowledge of public administration and management techniques, statistical analysis processes, and of program planning and implementation.
  • Skilled in the use of personal computers and commercial software used at DFPS.
  • Skilled in written and verbal communication, including the ability to explain technical issues in non-technical terms.
  • Skilled in working as a part of a team, including the ability to share knowledge with and to train others. Able to gather, assemble, correlate, and analyze facts, to aid in finding solutions to complex problems; Able to develop and evaluate policies and procedures, and to prepare concise reports;
  • Able to effectively provide support and assistance to a wide range of users across a large geographic area, by using telephone, e-mail and other resources.
  • Graduation from high school or equivalent.
  • Graduation from an accredited four-year college or university.
  • Two years full-time consultative, supervisory, managerial, professional, or technical work which must include: analysis of work problems having an administrative aspect and interpretation of complex material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, interpretation of complex written material or Texas Department of Family and Protective Services experience.
  • One additional year full-time consultative, supervisory, managerial, professional or technical work which must include: analysis of work problems having an administrative aspect and interpretation of complex material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, interpretation of complex written material or related Texas Department of Family and Protective Services experience may be substituted on a year-for-year basis for the required education, with a maximum substitution of four years.

Responsibilities

  • Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. 5%
  • Collects and analyzes information related to customer support systems and methods, outputs, and activities in order to identify gaps in resources and recommend improvements to agency case management applications related to data integrity and the assignment and monitoring of application security permissions. 20%
  • Research data to identify problems and provide troubleshooting and consultative services to determine trends and resolve technical problems related to application data and security issues. 10%
  • Assists in implementing procedural or policy changes, including the provision of guidance and training with the goal of improving data integrity in support of the DFPS mission. 5%
  • Monitors and reviews current regional efforts to correct data anomalies and provides functional/technical support for Child and Adult Protective Services, Child Care Licensing and other DFPS Divisions. 5%
  • Supports accurate use of current case management application environments and participates in business process improvement initiatives to identify and shepherd improvement solutions. 5%
  • Assists in developing, promoting, and participating in program security policies and procedures; participates in an overall program of application security management; ensures compliance with program regulations and policies governing system access and coordinates access requests for DFPS applications, based on identified business need. 20%
  • Leads special project workgroups and evaluates research findings to bring about improvements to customer support systems, including the IMPACT application. 5%
  • Develops recommendations for improvement and corrective action to standardize or improve organizational systems, including assessment of risks, optimum benefits, and required resources. Assists in developing action plans for implementation. 10%
  • Conducts studies of organizational efficiency and productivity and recommends changes or improvements in organization, staffing, work methods, and procedures. Conducts testing new technologies in support of DFPS case management systems, from a data integrity, application security and/or end-user perspective, as requested by management in the Program Support Division. 5%
  • Performs other duties as assigned to maintain unit operations, including, but not limited to, preparing correspondence, instructions, and documentation for staff. 5%
