Requirements

  • At least 7 to 10 years of experience in a similar role.
  • Bachelor's degree in Engineering or Business Administration.
  • Experience in procurement and contract negotiation for wind and solar projects in the United States and/or Canada.
  • Excellent understanding of renewable energy project development, organizational skills, and attention to detail.
  • Service-oriented and willing to work within a multidisciplinary team.
  • Excellent interpersonal and communication skills.
  • Ability to work both independently and as part of a team; initiative and dynamism.
  • Bilingualism (French and English, both spoken and written) required to ensure collaboration with various stakeholders outside of Quebec on a recurring basis.

Responsibilities

  • Develop a procurement and tendering plan and schedule for construction work and major operations, including defining key milestones, establishing technical design deadlines, monitoring work progress, and collaborating with suppliers and contractors to minimize costs and risks and optimize supply reliability and quality.
  • Lead the competitive bidding process for construction work, develop performance and evaluation criteria, negotiate and award contracts, and evaluate supplier and contractor performance during construction.
  • Lead the preparation of major contractual documents (construction, major equipment supply, operation), including specifications, general and special conditions, and appendices, with the support of legal, engineering, construction, and operations teams.
  • Maintain relationships with suppliers and subcontractors to ensure an effective response to help the development team establish required prices in various markets.
  • Maintain a database of prices and market trends.
  • Provide feedback and conduct a review for the strategic planning team regarding the market price database.
  • Oversee contract development and ensure all agreements are signed within the planned deadlines.
  • Continuously analyze the US and Canadian markets and make recommendations regarding purchasing schedules and potential new suppliers and contractors.
  • Provide the planning team with data related to capital expenditures (CAPEX) and operating expenditures (OPEX), as well as an optimization solution.
  • Support project acquisition processes regarding strategy, scope, and costs related to procurement, construction, and operation.
  • Ensure effective coordination and information exchange within the multidisciplinary project team.
  • Support the improvement of procurement and tendering processes.
  • Support, guide, and assist the construction team during project execution.
  • Manage and coordinate activities related to disputes and litigation during project execution or after construction.
  • Provide advice to the development team and the strategic planning team on appropriate construction strategies.
