About The Position

This position is critical for ensuring the Marine Corps effectively leverages both organic and commercial capabilities under the end-to-end distribution coordinating authority of the Commander, United States Transportation Command (CDRUSTRANSCOM) in their role as the Joint Deployment and Distribution Coordinator (JDDC). The work requires a mastery of joint logistics concepts, strategic mobility, and global supply chain dynamics to influence DoW policy, drive programmatic decisions, and ensure Marine Corps operational forces are rapidly deployable, globally responsive, and continuously supported.

Requirements

  • Must be a US Citizen with an active DoW Top Secret Clearance
  • Mastery of Joint Logistics: Comprehensive knowledge of Title 10 U.S.C. responsibilities, JDDE, JLEnt, USTRANSCOM coordinating authorities, and DoW transportation policies to develop strategies that integrate Marine Corps capabilities into the national defense architecture.
  • Systems Proficiency: Advanced proficiency in FDP&E systems (JOPES, ICODES, TC-AIMS II) and a deep understanding of logistics IT portfolio management (DADMS, DITPR-DON, AIT/ITV architecture).
  • Audit & Financial Acumen: Extensive knowledge of FIAR compliance, USSGL frameworks, and ToT/ToP financial reconciliation processes to ensure legal and regulatory compliance of transportation funds.
  • Analytical & Communication Skills: Exceptional ability to conduct complex qualitative and quantitative analysis, author executive-level white papers, draft DoW policy, and confidently brief General Officers/Senior Executive Service (SES) members.
  • The employee is responsible for independently planning, designing, and carrying out programs, projects, and studies.
  • Guidelines include broad DoW Directives, Joint Publications (e.g., JP 4-0, JP 4-09, JP 3-35), Marine Corps Orders, FIAR methodologies, and USTRANSCOM regulatory guidance.
  • Complexity: The work involves highly complex, multi-variable analytical tasks that require synthesizing operational readiness, budget constraints, global lift availability, and audit compliance.
  • The incumbent must constantly balance competing priorities across multiple disparate DoW agencies.
  • Scope and Effect: The purpose of the work is to shape the strategic direction of Marine Corps deployment and distribution capabilities.
  • The results directly impact the Marine Corps' ability to rapidly project combat power globally, sustain forward-deployed forces, and maintain multi-million dollar fiscal accountability.

Responsibilities

  • Serves as a principal analyst and HQMC representative for JDDE and JLEnt matters.
  • Responds to complex, enterprise-level governance and Community of Interest (COI) queries from the Office of the Secretary of Defense (OSD), Joint Staff (JS), USTRANSCOM, Defense Logistics Agency (DLA), and other federal and commercial agencies.
  • Conducts rigorous JDDE and JLEnt-wide analysis and assessment of process improvements, evaluating global deployment, distribution capabilities, and contested logistics challenges to enhance sustainment support to the Joint Force Commander.
  • Represents the Marine Corps in high-level JDDE/JLEnt forums, working groups, and COI meetings.
  • Analyzes proposed joint policies, directives, and doctrines, providing expert recommendations to senior USMC leadership to ensure Marine Corps equities are protected, integrated, and funded.
  • Evaluates opportunities for incorporating JLEnt use-cases and combat lessons learned into Marine Corps Training & Readiness (T&R) Manuals to ensure institutional preparedness.
  • Provides authoritative advice on the Defense Transportation System (DTS), Joint Terminal Operations, Joint Logistics Over-the-Shore (JLOTS), and expeditionary advanced base operations (EABO) sustainment.
  • Delivers expert analysis of mobility solutions for Contingency Plans (CONPLANs) and Operation Plans (OPLANs), ensuring Marine Corps force design capabilities align with joint operational requirements and strategic lift availability.
  • Provides specialized, highly technical expertise in the joint transportation and distribution of Arms, Ammunition, and Explosives (AA&E).
  • Ensures all planning, routing, and execution complies with the highest levels of physical security, explosive safety standards, and regulatory guidance across the entire JDDE pipeline—from national inventory control points to tactical employment at the edge.
  • Applies mastery of Force Deployment Planning and Execution (FDP&E) systems—including the Joint Operation Planning and Execution System (JOPES) and the Integrated Computerized Deployment System (ICODES).
  • Reads, comprehends, validates, and generates Time Phased Force Deployment Data (TPFDD) to meticulously synchronize Marine Corps force flow and materiel movements with joint deployment priorities.
  • Champions USMC auditability efforts by providing advanced financial process expertise for the Transportation of Things (ToT)—encompassing freight, strategic mobility, and AA&E—and the Transportation of People (ToP) as they intersect with the JLEnt and Third-Party Payment Systems (e.g., Syncada).
  • Develops, refines, and drafts comprehensive Business Process Narratives (BPNs) and flowcharts to meticulously document financial and operational procedures, internal controls, and data hand-offs.
  • Ensures joint transportation financial events are accurately recorded, properly obligated, and reconciled in accordance with the United States Standard General Ledger (USSGL) and DoW Financial Management Regulations (FMR).
  • Serves as a primary focal point for tracking audit observations and Prepared by Client (PBC) requests from Independent Public Accountants (IPAs) and the DoW Office of Inspector General (DoWIG).
  • Drafts, coordinates, and implements rigorous Corrective Action Plans (CAPs) to rapidly remediate risks and operational gaps identified in Notices of Findings and Recommendations (NFRs).
  • Provides analytical expertise for the Transportation and Distribution IT Sub-portfolio.
  • Ensures technical alignment with the logistics Functional Area Manager (FAM), the broader JLEnt architecture, and emerging DoW data-centric strategies.
  • Leads maintenance, rationale, and validation support for transportation applications within the Department of the Navy Application and Database Management System (DADMS) and the DoW Information Technology Portfolio Repository – Department of the Navy (DITPR-DON).
  • Drives the strategic incorporation of AV, ITV, and Automatic Identification Technology (AIT) into the logistics IT portfolio to establish a seamless, end-to-end operational picture of assets moving through the JDDE.
  • Identifies, evaluates, and advocates for emerging technologies (e.g., IoT sensors, predictive analytics) that enhance the visibility, cybersecurity, and physical security of AA&E and other sensitive materiel in the distribution pipeline.
  • Coordinates extensively with joint, DLA, and Marine Corps deployment communities to ensure global ITV goals are met through effective technical design, continuous review, and system evaluation.
  • Supports and frequently leads quarterly Program Management Review (PMR) meetings to assess vendor progress, software lifecycle events, and system interoperability.
