About The Position

SAIC is seeking a Senior Logistics Analyst to serve as a subject matter expert supporting the sustainment and modernization of Navy VLF shore-based communications systems. Working within an Integrated Product Team (IPT) environment, the analyst applies structured RCM methodology to evaluate system and component-level failure modes, develop optimized maintenance strategies, and produce actionable technical documentation that directly supports fleet readiness and mission assurance for strategic submarine communications.

Requirements

  • Subject matter expert supporting the sustainment and modernization of Navy VLF shore-based communications systems.
  • Experience working within an Integrated Product Team (IPT) environment.
  • Proficiency in applying structured RCM methodology.
  • Ability to evaluate system and component-level failure modes.
  • Skill in developing optimized maintenance strategies.
  • Experience producing actionable technical documentation.
  • Familiarity with quantitative and qualitative analysis techniques.
  • Experience collaborating with OEMs, Navy engineers, and fleet maintenance personnel.
  • Knowledge of NAVSEA technical manual standards.
  • Ability to translate RCM analysis outputs into clear, executable maintenance procedures.
  • Understanding of maintenance task elements including periodicity, man-hour estimates, required tools, safety precautions, and technical manual references.
  • Experience evaluating existing Planned Maintenance System (PMS) schedules.
  • Ability to apply RCM decision logic.
  • Experience supporting Reliability, Availability, and Maintainability (RAM) modeling efforts.
  • Familiarity with supply chain and provisioning coordination.

Responsibilities

  • Conduct systematic FMEA and FMECA studies on VLF transmitter components, antenna systems, power conditioning equipment, and associated support systems.
  • Identify and document failure modes, failure causes, failure effects, and associated risk levels using quantitative and qualitative analysis techniques.
  • Collaborate with Original Equipment Manufacturers (OEMs), Navy engineers, and fleet maintenance personnel to validate failure data and refine analysis outputs.
  • Develop, review, and revise Maintenance Requirement Cards (MRCs) and associated Maintenance Index Pages (MIPs) in accordance with NAVSEA technical manual standards.
  • Translate RCM analysis outputs into clear, executable, step-by-step maintenance procedures that can be performed by Navy enlisted personnel at the organizational maintenance levels.
  • Ensure all maintenance tasks include accurate periodicity, man-hour estimates, required tools, safety precautions, and applicable technical manual references.
  • Evaluate existing Planned Maintenance System (PMS) schedules for VLF program equipment to identify redundant, ineffective, or overly conservative maintenance tasks.
  • Apply RCM decision logic to recommend task elimination, interval extension, or task substitution where supported by failure data and risk analysis.
  • Support Reliability, Availability, and Maintainability (RAM) modeling efforts using historical data inputs to forecast future maintenance resource requirements.
  • Coordinate with supply chain and provisioning teams to ensure RCM-derived maintenance tasks are supported by adequate spare parts, tools, and support equipment.
