About The Position

The Maryland Department of Labor is currently accepting applications for an Administrative Officer II within the Office of Financial Regulation. This role involves administrative work requiring regular use of independent judgment and analysis in applying and interpreting complex administrative plans or policies. The main purpose of this job is to receive, analyze, and process applications for licenses issued by the Office of the Commissioner of Financial Regulation. This includes assisting in the investigation and assessment of applicants for licensure (both new and renewal) and other licensing requests to ensure compliance with state law and safe, sound, lawful, honest, fair, and efficient financial services activity. A Senior Licensing Analyst assigns, reviews, and approves the work of and trains Licensing Specialists and Licensing Analysts. This is a unit lead position that may, with management's discretion, work remotely in accordance with the Agency’s telework policies.

Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Two years of administrative staff or professional work.
  • Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

Responsibilities

  • Assigns, reviews, and approves the work of and trains Licensing Specialists and Licensing Analysts, including providing advice and guidance in all facets of the respective licensing and registration processes.
  • Reviews, investigates, and processes non-depository license applications and registrations, including reviewing and analyzing applications and supporting information and documentation, requesting and reviewing additional information and documentation as needed, conducting independent investigative work, approving and issuing or recommending the denial of all categories of non-depository licenses regulated by the Commissioner.
  • Reviews, investigates, and processes other licensing requests and matters, including reviewing and analyzing those requests and matters and related information and documentation, requesting and reviewing additional information and documentation as needed, conducting independent investigative work, approving or recommending the denial of licensing requests in all categories of non-depository licenses regulated by the Commissioner, resolving or recommending next steps with regard to other licensing matters.
