About The Position

Our mission is to enhance security, develop alternative modes of transportation, ensure respect for the rights of the university community and protect the assets of the University and its community. Reporting to the Senior Manager, Protection, the incumbent is responsible for managing all on-campus investigations of a complex nature related to criminal or non-criminal nature including losses and offences while taking appropriate action. They are also responsible also for case management for complex security situations involving an individual or Unit. This position also oversees trend analysis and statistical reporting on incidents impacting security operations.

Requirements

A Post-secondary degree or diploma related to Law and Security course from a recognized institution (or equivalent combination of education, training and work experience).
A minimum of five to seven (5-7) years of experience in conducting criminal and non-criminal investigations, security, court procedures and crime analysis.
A minimum of three to five (3-5) years of experience leading and managing a team.
Knowledge of Canadian Laws including the Criminal Code of Canada, Provincial Statutes, jurisprudence, The Canadian Charter of Rights and Freedoms, the Security Guard and Private Investigator’s Act (Bill 159).
Experience in producing statistical and trend reports to senior management.
Proven ability to multitask and meet deadlines.
Excellent interpersonal, verbal and written communication skills.
A high degree of tactfulness, integrity and diplomacy as well as the ability to exert good judgement in dealing with the multicultural and pluralistic community.
Initiative and excellent analytical skills.
Experience in management and human resources.
Ability to work autonomously as well as in a team environment.
Highly motivated and creative to meet the challenges within a complex University Environment.
Experience using Windows Office Suite and various other computer systems
Driver's licence valid in the province of Ontario.
The candidate shall not have any convictions for which a pardon has not been granted and shall not have any record of offences related to the job.
Bilingualism - French and English (spoken and written).
Advanced Violence Risk Assessment and Management Certification (or ability to obtain)
Threat Assessment Certification
Ability to remain impartial and see situations with an unbiased manner.
Attention to detail when reviewing reports, statements and documents.
Valid Ontario Security Guard and Private Investigator Dual License or ability to obtain.

Responsibilities

Oversees all investigations on all complaints, criminal or non-criminal activities for the Service.
Conducts all investigations of a complex nature.
Service expert on violent threat assessments.
Works closely with various positions and levels and advises on confidential matters or cases where students, Faculty and/or staff are involved.
Forms strong, working relationships, and partners in community safety outreach initiatives internally and externally.
Liaises and works closely with external stakeholders (i.e. police, intelligence and security agencies, and other post-secondary institutions).
Exchanges information and presents evidence before the courts pertaining to investigations and court briefs.
Maintains records and ensures successful follow up on all ongoing and completed investigations.
Represents the University of Ottawa, by actively participating in committees and networking opportunities with external agencies.
Trains, guides and coaches’ other Service members on investigations.
Assesses plans, facilitates, coordinates, evaluates and advocates for options and services to meet an individual's or a Unit’s comprehensive security needs.
Connects individuals and Units to available resources and actively promotes campus safety.
Oversees and regularly reports to Protection Services’ Management on the statistical analysis of campus incidents, on crime and security issues trends, and benchmarking with similar organizations.
Oversees the confidential distribution of incident reports and highlights to necessary parties.
Completes security evaluations and recommends special equipment for investigative purposes.
Manages all cost recovery activities pertaining to investigations and security or threat assessments.
Administers the Service’s incident report system.
Recruits, hires and manages direct reports.
Develops and monitors, annual goals and objectives.
Evaluates employee performance.
Provides leadership, coaching and monitoring to direct reports.
Ensures staff have ongoing professional development, training and tools needed to do their jobs.
