About The Position

Empower AI is seeking a Senior ITCR / Requirements Analyst to lead IT Capability Request (ITCR) analysis and advisory support for a Department of War agency supported by an enterprise IT Customer Support Services program. The Senior Analyst leads requirements elicitation with internal and external customers, business process and gap analysis, alternatives analysis, and market research; produces comprehensive, data-driven ITCR Support Packages and executive briefing materials for Program Management Reviews and agency governance boards; and shapes how approved capabilities flow into the ITSM development backlog, Surge Plans, and the CX Roadmap. The role mentors business analysts and is the program's senior voice for requirements quality, while all approval, prioritization, and funding decisions remain with the Government. This is a salaried, FLSA-exempt position in which you will independently analyze situations, determine the appropriate course of action, and exercise discretion and independent judgment on matters of significance to the program and its customers. THIS IS A HYBRID ROLE BASED IN QUANTICO, VA (RKB) WITH REMOTE WORK ELIGIBILITY AND UP TO 10% OF TRAVEL INVOLVED.

Requirements

  • Bachelor's degree and a minimum of 10 years of related experience (a Master's degree with 8 years of related experience, or an additional 4 years of related experience in lieu of a degree, may be substituted).
  • Must be a U.S. Citizen.
  • Must have an Active Secret Clearance (favorably adjudicated T3/T3R) to start.
  • Must be willing and able to obtain Top Secret eligibility after start, if required by mission needs.
  • Must be within investigation scope and/or currently enrolled in Continuous Evaluation / Continuous Vetting.
  • Demonstrated ability to work independently, analyze problems, determine the appropriate course of action, and exercise discretion and independent judgment with limited day-to-day supervision.
  • Minimum of 10 years of experience as a business, systems, or requirements analyst on IT programs, including lead responsibility for requirements and analysis on enterprise IT initiatives.
  • Demonstrated experience leading requirements elicitation, business process re-engineering, gap and alternatives analysis, and business case / cost-benefit development for Government or enterprise decision-makers.
  • Experience conducting market research and preparing ROMs and executive briefing materials for governance boards.
  • Experience writing epics, user stories, and acceptance criteria and leading UAT in an Agile environment, including on an ITSM platform such as ServiceNow.
  • Strong understanding of IT service management, cybersecurity/RMF considerations, and DoD IT governance and acquisition processes.
  • Excellent facilitation, analytical, writing, and executive communication skills; experience mentoring analysts.

Nice To Haves

  • IIBA CBAP, PMI-PBA, PMP, ITIL 4 Managing Professional, or SAFe Product Owner/Product Manager certification.
  • Experience supporting Department of War (DoW), DoD, or Intelligence Community IT capability, portfolio, or requirements processes (DoDI 5000.82, DoDI 8115.02, DoD 5000 Adaptive Acquisition Framework).
  • Experience with Technology Business Management (TBM) and IT investment analysis.
  • Familiarity with customer experience (CX) measurement, including CSAT, Customer Effort Score (CES), and experience level agreements (XLAs).
  • Experience with Power BI and quantitative analysis to support recommendations.
  • Lean Six Sigma Green/Black Belt.

Responsibilities

  • Lead requirements elicitation and analysis for assigned IT Capability Requests, facilitating workshops and interviews with internal and external customers and producing draft system requirements specifications, use cases, and prioritized requirement sets.
  • Lead business process analysis, gap analyses, and alternatives analyses, evaluating solution options against mission need, cost, risk, security (RMF/Zero Trust), and supportability, and documenting recommendations for Government decision.
  • Conduct and direct market research on industry trends and emerging technologies (including AI, automation, and analytics) and prepare Market Research Reports, Rough Orders of Magnitude (ROMs), and cost-benefit analyses to inform Government planning.
  • Deliver comprehensive ITCR Support Packages and executive-quality briefing materials, metrics, and reports for Program Management Reviews, agency governance boards, and technical forums.
  • Translate approved capabilities into actionable backlog epics and user stories for the ITSM platform and collaboration platform development teams, and into Surge Plan content (approach, milestones, deliverables, resources, impacts) for Government-approved projects.
  • Support integration and implementation of approved capabilities, including User Acceptance Testing leadership, change impact assessment, and drafting user communications and training materials.
  • Contribute to the CX Roadmap, CX Current State & Gap Analysis Report, and Annual KPI/PRS Review and Recommendation Report with data-driven analysis and benchmarking.
  • Mentor business analysts, establish requirements management standards and templates, maintain traceability, and provide ITCR status summaries for the Monthly Customer Support Activity Report.
